This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. A subsequent solicitation document will not be issued.  

 The prospective Contract will be to provide vehicle bus barriers for the security perimeter in support of the 2013 Presidential Inauguration.

 Scope of Work: Vendor shall provide buses to be used as barricades that shall involve a full range of services to include delivery, setup, operating, and removal of the vehicles.  Locations will be along designated parade routes throughout the District of Columbia area.

  The contractor shall provide barricading service for the following service dates:


Ten (10) buses and operators January 21, 2013 from 0200 to 1830

Thirty-six (36) buses ONLY January 21, 2012 from 0200 to 1830


  All operators shall have a valid commercial driver's licenses.  Drivers shall be required to take direction from U.S. Government representatives as to locations and movement of all buses.

 Special Provisions:  Contractor shall provide and maintain a list of employees who are authorized to perform work under this contract.  All such employees must provide valid state and/or federal government identification.  Names shall be provided prior to pick-up and delivery in order for USSS to conduct background checks.

 All contractor personnel proposed to work under this contract must be U.S. Citizens.  They will be subject to and must successfully pass a police background investigation prior to being admitted into the facility.  Upon contract award the contractor will be provided with U.S. Secret Service Contractor Personnel Access forms.

 Selection of award will be based on lowest priced technically acceptable.
