2012 EMP China New Media Outreach Tour

The Department of Agriculture, Foreign Agricultural Service (FAS) has a requirement for the design, development, and delivery of a customized training course that focuses on educating eight influential Chinese food bloggers from Beijing, Shanghai and Sichuan province, and to facilitate them to report about the great values of American Agricultural products, U.S. dining trends and cultures, to enhance a strong U.S. food image among Chinese consumers, and to establish or strengthen a close long-term relationship between ATO and influential social media in China. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number AG-3151-S-12-0015 is issued as a request for proposal (RFP). The solicitation document and provisions and clauses are those in effect and applicable through Federal Acquisition Circular 2005-58, effective May 18, 2012.

A. This solicitation is open to all offerors.

B. The associated NAICS code and small business size standard is 611430 (Professional and Management Development Training), Size Standard $7.0 million.

C. The Government anticipates award of a firm-fixed-price contract.

D. The terms and conditions that will apply to this acquisition are set forth in the solicitation.

E. At a minimum the offeror's proposal shall include:

a. Technical Proposal

i. Detailed course outline of program

b. Past Performance

i. Past Performance narratives and references, per FAR 52.212-1

c. Price Proposal

i. Price Proposal
1. The offeror shall include a detailed itemization of all costs associated with the requirement;
ii. completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, and
iii. active DUNS number.

F. All questions must be submitted via email and only to and by June 26, 2012 at 4:00 P.M. EST. Responses to questions will be provided not later than 4:00 PM EST on June 27, 2012.

G. All proposals are due via email and only to and by, July 6, 2012 at 12:00 P.M. EST.
