This is a pre-solicitation notice. The Naval Sea Systems Command (NAVSEA) intends to conduct a full and open competition and release Request for Proposal (RFP) N00024-12-R-2315 for the accomplishment of Post Shakedown Availability (PSA) for DDG 112 on or about 15 March 2012. The PSA encompasses all the manpower, support services, material, facilities, non-standard equipment and associated technical data and documents required to prepare for and accomplish the PSA. The work to be accomplished will include correction of Government responsible trial card deficiencies, new work identified between ship custody transfer and the start of PSA, and the incorporation of approved engineering changes that were not incorporated during the construction period which are not otherwise the shipbuilder’s responsibility.

This will also include PSA engineering and management support, providing effort and material to perform specified work items inclusive of tests and post repair sea trials to complete performance of PSA and emergent and other work. The PSA will also require offerors to provide support to Government drydocking efforts. Contract award is projected to be made in September 2012 with the PSA for DDG 112 commencing in May 2013. As currently planned, the schedule for DDG 112 PSA execution will be 14 weeks. Work on DDG 112 will take place in the ship’s homeport area in Pearl Harbor, HI at a Government facility pier.
