THIS IS NOT A REQUEST FOR PROPOSAL. The Naval Air Systems Command, Naval Air Warfare Center, Aircraft Division in Patuxent River Maryland has a requirement to provide a full range of Operational and Technical Support Services necessary to support Naval Air Systems Command, Naval Air Warfare Center Aircraft Division (NAWCAD) Atlantic Targets and Marine Operations Key West (ATMO Key West). The contractor shall provide Operational support; Project support; Technical and Engineering/Systems support; Physical Security Support; Logistics support; Communication support; Facility/Vessel Coordination and Planning support; Ordnance Certification Program support; Hazardous Material Program support; and Quality Assurance support for Operational Centers falling under the auspices of ATMO Key West.

Location of performance: Performance will occur primarily on-site at Naval Air Warfare Center Aircraft Division, ATMO Key West Facility. Additionally, the ATMO Key West facility supports various tests, devices and concepts in the real-world environment. The facility operates boats ranging in size from 192-foot research vessels down to 8-meter Rigid-Hull Inflatable Boats (RHIB). ATMO Key West provides the necessary facilities for normal testing requirements; however, on occasion it is necessary to conduct worldwide, extensive, long-range, complicated at-sea exercises. These require augmenting the normal facilities with research vessels, specialized personnel, and short-term use of oceanographic equipment. These special operations may also include, but are not limited to, travel to diverse geographic areas such as Hawaii, Canada, British Isles, Japan, Iceland, South America.


The NAICS code 541330 is applicable to this requirement. The Government contemplates a cost plus fixed fee 6 month bridge contract (to current contract N00178-05-D-4554-M801) for continued support with three two-month option periods, while a follow-on competitive contract is being processed, and intends to negotiate on a sole source basis with Seaward Services, 1850 SE 17th Street, Suite 300, Ft. Lauderdale, FL, 33316 under the authority of Federal Acquisition Regulation (FAR) 6.302-1.
THIS IS NOT A REQUEST FOR PROPOSAL. However, interested parties may submit a capability statement via email to marisa.scruggs@navy.mil. Capability statements are limited to ten (10) pages. All capability statements received in response to this notice must be received by 2:00pm, 24 January 2012, and will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. DFARS 252-204-7004 Alt A "Required Central Contractor Registration" (CCR) applies to all solicitations. Lack of registration in CCR database will make an offeror ineligible for award. Technical capability will be determined solely on the content and merit of the information submitted in response to this notice. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process this procurement on a sole source basis based upon the responses received. However, if a competitive procurement is initiated, it will be made available electronically within the Seaport-e portal. The Government will not pay for any information received. AMENDMENT 1

The DRAFT Performance Based Statement of Work  to support the Naval Air Warfare Center Aircraft Division, Atlantic Target and Marine Operations-Key West is added via Attachment 1 to this notice. The contractor will be required to perform the requirements specified in this notice and in accordance with Attachment 1- DRAFT Performance Based Statement of Work to support the Naval Air Warfare Center Aircraft Division, Atlantic Target and Marine Operations-Key West. All other information specified in the original notice for this requirement remains unchanged.
