Bear Spray Recycling UnitYellowstone National Park1/20/2010 1) GENERAL INFORMATION:

This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. This solicitation is issued as Request for Quote #Q1574100032. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6 and supplemented with additional information. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 541620; Small business size standard: $7.0 Million. The proposed contract is set-aside for small business concerns. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The anticipated award date is approximately February 10, 2010. 2) STATEMENT OF WORK:

Base Line Item: Every year, an estimated 2,000 bear spray canisters (mace) are discarded into Yellowstone National Park's waste stream-ultimately ending up in the landfill. To date, there is no known solution to recycle these canisters within the United States. This statement of work is to design, construct and deliver a recycling unit that will capture all contents of the canisters and allow for the recycling of the aluminum canisters. The recycling unit must comply with all federal (OSHA), state (WY, MT) and National Park Service (NPS) health and safety regulations. Additionally, work is to include formalized training for NPS employees to operate the unit and a limited warranty on all components. The following is a description of the proposed recycling unit:The Bear Spray canister Recycler (BSR) must be designed to collect (for re-use) the 134A freon for its intended purpose and collect the Oleoresin Capsicum (Pepper oil) for possible use as alternative fuels blending. The BSR unit must also have the capability to puncture and flatten the empty aluminum canisters. ,. The BSR unit is to be mounted on an appropriate size utility trailer with a conventional towing attachment so that it will be mobile. The (BSR) system must not release flare gases or discharge any elements into the atmosphere. The collected Freon gases and the pepper oil will be collected in suitable onboard containers. In essence, the contents of the small bear spray canisters would be segregated through a coalescing filter process allowing the recovery of each component. The (BSR) will use a closed Freon recovery system to comply with regulatory agencies that prohibit releases into the atmosphere.The (BSR) must have onboard electric powered pumps, compressor, fans, lights and all the necessary equipment to completely render the canisters recyclable.The (BSR) system must be safe for employees to operate.Line item includes all labor, materials and equipment necessary to supply the BSR to Mammoth Hot Springs, WY.Period of Performance: The unit shall be delivered FOB to Mammoth Hot Springs, WY no later than August 1st, 2010.

Ordering and supplying: The contractor shall coordinate the exact date and time for delivery with the NPS.

3) CLAUSES AND PROVISIONS:

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. Provisions and clauses noted below may be accessed at http://acquisition.gov/far/index.html.

Provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation.

Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factors and their associated acceptability standards are: Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The quoter must receive at least a satisfactory past performance rating by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of quoter's past performance, and / or references obtained from any other source. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: all Quoters shall complete and submit the provision to the Contracting Officer if they do not have an active listing in ORCA (Online Representations and Certifications).

Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
