The United States Coast Guard (USCG) and the Customs and Border Protection (CBP) have a requirement for up to 80 Transportable Port Security Boats (TPSB) to perform various operational missions. These missions include Defense Operations (DO), Enforcement of Laws and Treaties (ELT) and Marine Safety and Security (MSS).



This solicitation is being issued under NAICS Code 336612 (size standard: 500 or fewer employees) as a 100% small business set-aside.



The USCG intends to use a Two-Phased evaluation process. Phase I shall consist of an evaluation of the written proposals received in response to this solicitation. The intended result of Phase I shall be to award up to 4 Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts to produce a minimum of 1 boat each.



Phase II involves a physical testing and evaluation of the delivered TPSB of the initial awardees with the intent of awarding a single Firm-Fixed Priced IDIQ contract with the provisions for issuance of delivery orders in accordance with the Federal Acquisition Regulation (FAR) 16.504 for up to 76 TPSB.
