Electronic Data Gathering, Analysis, and Retrieval (EDGAR) System

The U.S. Securities and Exchange Commission (SEC) is updating the previously provided strategy to award a single contract for comprehensive operations and maintenance (O&M), development, and modernization of the EDGAR System. In association with the SEC Office of Information Technology's (OIT) strategy to organize IT-related needs across the enterprise into high level functions of Application Management, Infrastructure Management, and Development/Enhancements, the different aspects of the required EDGAR support will be obtained separately following this strategy. The SEC is currently reviewing options for how best to acquire the needed EDGAR support under this strategy and to appropriately mange and mitigate risk in the best interest of the taxpayers, the market, and the Commission. At a minimum, the EDGAR System's O&M, development, and modernization will be acquired separately. The SEC is considering obtaining all or part of these functions by:

1. including them under existing contracts, as appropriate (i.e. OIT Information Technology Support Services (ISS) and Applications Operational Support Services (AOSS) contracts);
2. including them in upcoming competitions for agency-wide application management, infrastructure management, and/or development/enhancements (i.e. Division Information Office Application Modernization Development & Support (DIOMDS) and AOSS re-compete solicitations);
3. including them in new EDGAR-specific acquisitions; or
4. some combination of the above.
