Conduct an assessment of the Locust Stake ATV Trail System on the Chattahoochee-Oconee National Forest, Chattooga River Ranger District, Habersham County, Georgia.

The work shall consist of four phases:

INVENTORY - Complete a 9.94-mile trail inventory, evaluating the current physical, social and managerial setting of the Locust Stake ATV Trail System. Conduct the inventory with the assistance of trail volunteers. Utilize the inventory method as a means to also provide outdoor education where volunteer participants learn how to assess, repair, and maintain problematic trail sections.

CLASSIFY - For each Locust Stake trail or trail segment, review the USFS Trail Fundamentals: Trail Type, Trail Class, Managed Use, Designed Use, and Design Parameters. Classify/Reclassify each trail fundamental based on inventory findings.

ASSESS - Assess the content, character and condition of the Locust Stake ATV Trail System, focusing on two key criteria: recreational value and sustainability.

PLAN - Develop a Trails Management Plan for the Locust Stake ATV Trail System to provide a summary of findings and recommendations for future management.

Evaluation factors for award are proposed method of work, relevant experience in trail assessment and trail user education, and past performance. Technical factors combined are approximately equal to price.

Price range is less than $150,000. The project is expected to begin approximately April 30, 2012 and be completed within 60 calendar days.

Solicitation documents will be posted to this FBO webpage about February 24, 2012. A pre-proposal meeting will be conducted March 12, 2012 at 1:30pm at the Chattooga River District Office. A conference call number will also be available for call-in. Exact information will be included in the solicitation.
