The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 237990, with a small business size standard $33.5M Million. The estimated value of the procurement is between $500,000 and $1,000,000. Bid, payment and performance bonds will be required.

The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel, equipment, capability and bonding capacity to perform the following at CG Station Castle Hill in Newport, RI: Remove two existing 5 x 96 ft concrete floating docks and a fixed timber pier; remove six ea. 5 ft diameter concrete caissons supporting the finger pier down to the existing sea bottom; relocate the diesel and gasoline fuel dispensers located on the finger pier onto the adjacent wharf; install a new 10 x 100 ft long concrete floating dock and guide piles to restrain the dock; guide piles will be rock-socketed into the rock underlying the sea bottom; install new dock electrical lighting and electrical power to shore-tie stations. All work MUST be completed no later than May 2012.

Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as prime contractor; (b) a statement identifying your certified small business designation; (c) evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals; and, (d) evidence of waterfront/pier and dock construction experience similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers and, experience in performing the work under strict environmental permit conditions and completing work with-in the specified timeframes. Your response is required no later than 7 November 2011. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
