The Office of Personnel Management oversees BENEFEDS, which is a web-based portal that currently handles enrollment and premium administration services for the Federal Employees Dental and Vision Insurance Program (FEDVIP) and payroll allotment services for the Federal Flexible Spending Account Program (FSAFEDS).

The intent of this procurement is to first replicate the current BENEFEDS portal functionality, and then expand the Portal into a "One Stop Shop" for the insurance and cafeteria plan (Section 125) benefits OPM administers, to include FSAFEDS. This will require interfaces with multiple agencies and plan providers, and a solution that is technically flexible and forward thinking enough to accomplish this goal. In addition to the BENEFEDS portal functionality, this procurement also includes a call center and customer service component. OPM requests that offerors keep in mind the ever changing human resources environment and propose solutions that enable robust manager and employee self-service applications. OPM also requests that offerors propose solutions that enable near real-time updates to accommodate business decisions requiring immediate action. Finally, the goal of a "One Stop Shop" for benefits requires a solution that can support robust system architecture, with the potential to host many thousands of concurrent users, and provide surge capabilities with little or no interruption to the BENEFEDS community.

To achieve its goal of a "One Stop Shop," OPM intends to maintain and improve upon the current Portal and call center functionality by:

1. Replicating FEDVIP Enrollment and Premium Administration, FSAFEDS Premium
Administration, basic decision support tools, and call center services;

2. Expanding the BENEFEDS portal to include:

• FLTCIP (Federal Long Term Care Insurance Program) Premium Administration
• User Interface Redesign
• FSAFEDS Enrollment

3. With potential future expansion to include:

• A full suite of benefit and financial Decision Support Tools as well as individual personal health records
• FEHB (Federal Employees Health Benefits) Program Enrollment, Premium Administration, and Reconciliation
• FEGLI (Federal Employees' Group Life Insurance) Program Enrollment, Premium Administration and Reconciliation
