Notice of Intent to Sole Source:


This acquisition will be in support of Department of Homeland Security, U.S. Customs and Border protection (CBP), Office of CBP Air and Marine.  CBP intends to award a Cost Plus Fixed Fee (CPFF) Contract for the procurement of Operational and Maintenance support services for CBP's Unmanned Aircraft Systems (UAS) MQ-9 Predator B aircrafts on a sole source basis to General Atomics Aeronautical Systems, Inc. (GA-ASI), 14200 Kirkham Way, Poway, California 92064. 


These services consist of procuring air vehicle pilots and mission payload operators; systems, airframe, and equipment repairs/modifications; system upgrades or engineering changes, software support services; air vehicle and mission equipment systems integration, training, material and support issues resolution and technical support services; maintaining support of ground station facilities, material and equipment procurement services, and data development and documentation.


This is a non-competitive contract action under the authority of FAR 6.302-1(a)(2) - only one responsible source and no other supplies or services will satisfy agency requirements. 


The anticipated contract period will be for a base year and four (4) option year periods. 


This notice is neither a request for proposal nor an invitation for bids.  There is no formal solicitation available for this requirement at this time.  Companies interested in subcontracting opportunities should contact GA-ASI directly.

General Atomics Aeronautical Systems, Inc (GA-ASI) is being awarded a Cost Plus Fixed Fee contract for Operational and Maintenance Services in support of Customs and Border Protection's (CBP's) Unmanned Aircraft Systems (UAS).  The operation and maintenace support services allows the Contractor to provide the aircraft maintenance/repairs, modifications, technical and engineering support required to perform UAS flight missions. The total potential value of the award is $128,326,169, for a base year and 4 option years.  The aforementioned services include operational services for the Northern and Southern Border Regions.  This is a non-competitive contract action under the authority of FAR 6.302-1 (a)(2)(ii) - only one responsible source and no other supplies or services will satisfy agency requirements.  A notice of Intent to Sole Source was posted to FedBizOps on March 12, 2012 with a response date deadline of March 27, 2012.  The United States Customs and Border Protection (CBP), Washington, DC is the contracting activity (HSBP1013C00006).
