This pre-solicitation notice addresses Missile Defense Agency (MDA) Medium Range Ballistic Missile (MRBM) target class requirements to support Ballistic Missile Defense System Element and System Flight tests. The core MRBM capability is a 2,000km target with a 600kg payload. MRBM requirements include development and manufacturing of MRBMs, integrated logistics support to include inventory storage and maintenance, pre and post mission analysis, launch preparation and execution, and engineering services. The requirement is for targets under a contract including cost-reimbursement and fixed priced contract line items. Modified Ballistic Re-entry Vehicles (MBRVs) and Associated Objects (AOs) will be government furnished and the prime contractor will be required to integrate onto their solution. The anticipated need is for 6 with options for additional targets. The targets will be air and ground launch capable.


The MDA intends to issue a DRAFT solicitation for industry feedback within 30 days. The MDA anticipates issuance of a FINAL RFP in March 2012, with contract award in 2012. This requirement will be solicited and awarded in accordance with FAR Part 15 for Full and Open Competition. At this time there are no partial or total set-asides for this acquisition. The Agency intends to award to a single offeror on the basis of best value to the Government, in consideration of both price and non-price factors.


Interested offerors are encouraged to register at the Federal Business Opportunities (FBO) website at https://www.fbo.gov/ to receive email notifications when information related to this acquisition is updated or documents related to this acquisition are issued and available for download. As a rule, the MDA will not directly send solicitation or amendments directly to Offerors and it is the interested offeror's responsibility to periodically check this website for updates. The Government requests that all interested parties ensure they are listed on the 'Interested Vendors List" in FBO and also provide the name, e-mail address, and phone number for a point of contact or contacts within your organization to: MRBMTargetsProcurement@mda.mil. Interested respondents will require facility clearances of no less than "SECRET" for handling of future solicitation documents.

The Government intends to issue the MRBM Draft RFP for industry comment by the end of February, 2012. The unclassified portion of the DRFP will be posted to FBO. To facilitate timely transmittal of the classified portion of the DRFP, interested Offerors are encouraged to initiate requests for the classified portion as soon as possible. A contractor facility clearance of no less than "SECRET" is required. All requests must be submitted via email to MRBMTargetsProcurement@mda.mil. All requests must be submitted in writing on company letterhead and include the following:

1. Verification of facility clearance level; (either copy of DSS approval letter and/or company cage code).


2. Verification that the company has storage capability to the "SECRET" level.


3. Verification that the respondent understands that the data provided may NOT be duplicated and must be destroyed upon completion of MRBM activities in accordance with the DD Form 254.


4. Provide company name, nationality of company, company POC, telephone Number of POC, preferred method of receipt: (Specify Classified FedEx, Registered Mail, or Courier Pickup), outer package Address, and inner package address.


Government information protection instructions will be included in a DD Form 254 that will be issued with the classified attachments.

The purpose of this posting is to provide the Medium Range Ballistic Missile Target DRAFT RFP documentation for industry review and comment. For all questions and comments, please use the "Industry Comment Matrix" provided with the Draft RFP. The Government intends to provide responses to industry questions as soon as possible. Government responses to unclassified questions will be posted in sets to FedBizOpps under HQ0147-12-R-0005. Please refer to the "MRBM Draft RFP Cover Letter" for additional information.
 

In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government will not pay for any costs incurred as a result of this Notice, to include costs associated with attending Industry Day(s).

An MRBM Industry Day event is being planned for 5 and 6 March 2012, beginning at 8:30 a.m. central time. The event will be held in Huntsville, AL., at Redstone Arsenal, in the Von Braun II Building, address: 5222 Martin Rd, Redstone Arsenal, AL 35898.

All Industry Day registration requests must be submitted via e-mail to the MRBM Targets mailbox at: MRBMTargetsProcurement@mda.mil. Attendance is limited to three per company for the duration of event (different individuals can attend the general and one-on-one session). A Visit Authorization Request (VAR) is required by 24 February 2012 for all proposed attendees in accordance with the instructions in the posted "Visit Access Request (VAR)" document. Read the VAR instructions carefully. Individuals without pre-existing VARs on file with MDA will not be allowed access and verbal or telephone requests will not be accepted.

The morning general session on the 5th will include an overview briefing and discussion of acquisition requirements. Lunch will be available for purchase in the Von Braun III cafeteria. The Government intends to conduct focused one-on-one sessions after 2:00 on the 5th and continue one-on-one sessions beginning at 9:00 on the 6th. One-on-one sessions will be of limited duration and are intended for focused discussions directly related to the Draft RFP and contractor feedback to the Government questions provided with the Draft RFP cover letter. Registration for the one-on-one sessions is on a first come/first served basis as described in the Draft RFP cover letter, has been extended to 3:00 p.m. central time on 24 February 2012, but will close prior if capacity has been reached. The duration of the MRBM Industry Day event will be classified, therefore anyone attending any portion of the event must have a security clearance to at least the Secret level on file with MDA.

The Government intends to provide responses to industry questions as soon as possible AFTER the Industry Day event. Government responses to unclassified questions will be posted to FedBizOpps and responses to classified questions will be delivered upon request via certified mail, FedEx, or can be picked up by certified courier. Unclassified and classified questions must be provided separately in the posted "Industry Comment Matrix" format. To ensure the Government can finalize the Final RFP to meet acquisition timelines, all Industry questions related to the Draft RFP must be submitted by 9 March 2012.

Industry feedback received during the Industry Day event held 5-6 March was extremely beneficial to the Government. The Government will post to FBO the unclassified charts presented during the general session and a list of Industry participants. Please submit all non-proprietary questions from the general session and one-on-one meetings as soon as possible to ensure the Government can consider inputs and publish appropriate responses. To ensure the Government can finalize the Final RFP, all Industry questions related to the Draft RFP must be submitted by 14 March 2012.


During the MRBM T1/T2 Industry Day one on one sessions we discovered that Industry has a misconception regarding the use of the SR-19/SR-19 rocket motor configuration. We want to correct the misconception that the Government requires incorporation of the SR-19 rocket motor in proposals. Proposals using SR-19/SR-19 configuration will receive no special advantage in the procurement. The Government will make a best value selection based on the stated requirements of the RFP.

The Government currently anticipates release of the RFP during early April, 2012. The Government plans to conduct a pre-proposal conference in Huntsville within two weeks of releasing the RFP.

The Government intends to delete the requirement for the MRBM T1/T2 to carry the MBRV-2. The requirement for the Target to carry the MBRV -7 and -8 remains. The Government is also reducing the Type 1 maximum range requirement in accordance with the classified information already provided.

An MRBM Pre-proposal Conference (PPC) is being planned for 1 and 2 May 2012, beginning with registration at 7:00 a.m. central time. The event will be held in Huntsville, AL, at WYLE, located at 100 Quality Circle, Huntsville, AL, 35806.


All PPC registration requests must be submitted via e-mail to the MRBM Targets mailbox at: MRBMTargetsProcurement@mda.mil. Attendance is limited to 10 per Prime team to include Subcontractors for the duration of the event. A Visit Authorization Request (VAR) is required by 27 April 2012 for all proposed attendees in accordance with the instructions in the posted "Visit Access Request (VAR)" document. Attendees must also submit the posted "Required Information" document to the Visitor Control Office listed on the VAR document. Read the VAR instructions carefully. Individuals without pre-existing VARs on file with WYLE will not be allowed access. Verbal or telephone requests will not be accepted.


The general session on 1 May 2012 will begin at 7:30 a.m. and will conclude at approximately 2:00 p.m. The Government intends to conduct focused one-on-one sessions from 2:30 p.m. to 6:00 p.m. on 1 May and from 8:00 a.m. to 12:00 p.m. on 2 May. Interested Offerors must request One-on-one sessions, and specify which day. Requests must be submitted to MRBMTargetsProcurement@mda.mil by 4:00 p.m. on 24 April 2012. The Government will fill time slots on either day on a first come first serve basis and will notify Industry of assigned one-on-one time slots. One-on-one sessions will not exceed one hour.


The duration of the MRBM PPC event will be classified, therefore anyone attending any portion of the event must have a security clearance to at least the Secret level on file with WYLE. The Government intends to provide responses to industry questions as soon as possible AFTER the PPC event. Government responses to unclassified questions will be posted to FedBizOpps and responses to classified questions will be delivered upon request via certified mail, FedEx, or can be picked up by certified courier. Unclassified and classified questions must be provided separately in the posted "Industry Comment Matrix" format. All Industry unclassified questions related to the RFP must be received by 4 May 2012, and classified questions must be received by 8 May 2012.

As referenced in Section L, offerors may request access to the TALONS database through the Procuring Contracting Officer. Upon approval, offerors will be given access to the government internet accessible, password protected, and read-only government furnished property database. Available government furnished property inventory will be made viewable through the online "TALONS" web site.

The MDA contracting officer will approve request for access to TALONS. Request for access will require: the name of individual, last 4 of SSN, and email address. The TALONS POC will provide a DD Form 2875 to be completed by user and returned, via email/pdf, to JR Contreras, MDA/DT/TC/DPLO Property Officer (PO) and TALONS Information Owner, for approval.


Once approved, "Read Only" access will be granted for a period of sixty (60) days from date of access granted notification.

The purpose of this notice is to inform Industry of clarifications to the TSPS Appendix A that require your attention to prevent unnecessary proposal rework. The Government anticipates an amendment to the RFP to make this correction, but does not intend to extend the proposal due dates:

L-3 Coleman Aerospace of Orlando, Fla. is being awarded $73,361,422 for a competitive fixed-price incentive, cost-plus-incentive-fee, cost-plus-fixed-fee, and cost-reimbursement contract. Under this new contract, the contractor will develop and manufacture medium-range ballistic missile targets and provide integrated logistics support, to include inventory storage and maintenance, pre-and post-mission analysis, launch preparation and execution, and engineering services. The work will be performed at Cape Canaveral, Fla. with an estimated completion date of September 2018. This contract was competitively procured via publication on the Federal Business Opportunities website, with four proposals received. Fiscal Year 2014 Research, Development, Test and Evaluation funds in the amount of $1,000,000 are being obligated for this award. The Missile Defense Agency, Huntsville, Ala., is the contracting activity.
