Industry Day Update:

The Government will allow contractors to bring subcontractors, teaming partners, etc to the Industry Day. However, due to conference room constraints the Government asks that you limit participation to 6 attendess in total.

Please provide a list of attendees and the Company they represent to Ms. Jody Lindley at jody.lindley@hill.af.mil no later than 20 Novemeber 2012.

The Government is considering use of several contracting strategies with one of those  being some form of Fixed Price. The Government is asking industry to provide those areas they feel could be contracted with Firm Fixed Price (FFP) and Fixed Price Incentive Fee (FPIF).

ONE-ON-ONE'S:

The Government will hold one-on-one sessions with interested vendors on the 4-5 September 2013 at Hill Air Force Base Bldg 1258 RM 8a. Each vendor will be allowed a two hour time limit.

The Government will allow contractors to bring subcontractors, teaming partners, etc to the one-on-one's but participation is limited to 4 attendees in total due to conference room constraints.

Section L


Transition


The offeror shall provide a transition strategy outlining the approach for transferring responsibilities from the Partial Bridge Contract (PBC) to the GSSC/Government, including the transfer of Government-furnished property (GFP), software code (and associated compilers), data, documentation, tools, and models used in the execution of sustainment and acquisition support requirements and a description of how data rights issues will be handled. The proposed approach shall demonstrate completion no later than 6 months after contract award.

The offeror shall describe their facilities and equipment, or their ability to obtain facilities and equipment, necessary to meet the requirements of the PWS. If the offeror does not have current possession and/or access to these necessary facilities and/or equipment, the offeror must submit a thorough, low risk plan for gaining access to and/or establishing the necessary facilities and/or equipment within 6 months of contract award. Open teaming between offerors and the incumbent Original Equipment Manufacturers (OEM) is encouraged; see FAR 3.301 (Reports of Suspected Antitrust Violations).

Section M

Transition

The Government's evaluation of this subfactor will focus on the offeror's transition strategy and how well it meets PWS requirements, risk of performance, strengths, weaknesses, and deficiencies. The proposed approach must be sound (ordinarily well developed), feasible, effective, and clearly demonstrate with precise and explicit evidence the full capability and experience their team possesses for performing transition efforts.

The Government will evaluate the offeror's description of the facilities and equipment and/or their plan to obtain facilities and equipment necessary to meet the requirements of the PWS. The Government will evaluate the offeror's approach to determine if it adequately satisfies the scope of the PWS requirements. The offeror must also demonstrate the ability to obtain these facilities and equipment within 6 months of contract award.

Clause


EXCLUSIVE SUBCONTRACT ARRANGEMENTS


Contract offerors shall not establish exclusive arrangements with their subcontractors, suppliers or in any way establish a requirement that their subcontractor or suppliers cannot provide their goods and services with other prime offerors under this contract. An exclusive arrangement has the intent of requiring the subcontractor or supplier to only provide their goods or services to one or a limited number of offeror.

The Government intends to request cost reporting and performance information at the Level IV and in some cases Level V level of the Ground Subsystems Product WBS. The intent of doing this is to re-capture corporate knowledge within the Government IPTs and gain the ability to flexibly manage sustainment activities across the Division. We are seeking industry ideas on how to cost effectively meet this intent by using the IPMR and CFSR CDRLs that were identified in the latest version of the draft PWS.

The Government also intends to put the following language into Sections L&M.


Section L:

2.4 Sample Sustainment Scenario Task

The Government intends to release a sample sustainment scenario task. This sample task will be representative of the type of sustainment situations that commonly arise on the Ground Subsystems and will be used for evaluation purposes only. Details of the sample task will not be provided in the original RFP release, but will be provided to offerors before the RFP responses are due to the Government. The details for the sample task will be posted on FedBizOpps. Offerors will be given a reasonable, but limited amount of time to provide a response to the sample task. No additional proposal preparation time will be given for this task.


4.2.3.1.7 Sample Sustainment Scenario Task

The offeror shall describe their processes, analysis, and rationale that determine their selected corrective action for the sample sustainment scenario task. The offeror shall describe in their solution all actions needed to resolve the situation and what actions they will take that support the Government. The solution shall define the issue, incorporate all appropriate technical documentation and provide full implementation details. The offeror's solution shall be complete and take into account the necessary actions to maintain/sustain the weapon system throughout its lifecycle. The offeror shall document in table format all technical documentation that will be affected with incorporation of the proposed solution.


Section M:

2.1.1.1.7 Sample Sustainment Scenario Task

The Government will evaluate the quality, thoroughness, and timeliness of the offeror's solution and how well it synthesizes the solution activities required to successfully resolve and implement the sample task. Any weaknesses or deficiencies in the initial proposal requiring corrective action for this sample task will be considered in the risk assessment of Subfactor 1.
