Using Recovery Act funding, the U.S. Census Bureau intends to issue a task order to contract number YA1323-07-CQ-0004, a competitively awarded Indefinite Delivery Indefinite Quantity Contract for the 2010 Census Communications Campaign, awarded to True North Communications, D/B/A DraftFCB, Inc., 100 West 33RD Street, New York, NY, 10001-2900. This task order will be for the design, operation, management and deployment of a nationwide road tour in support of the 2010 decennial census. Utilizing American Recovery and Reinvestment Act funds, the task order will require compliance with appropriate federal and state laws and regulations.



The 2010 Census Road Tour is a special event that brings Census activities to the field at the local and national level. It is envisioned that the 2010 Road Tour will be a “rolling public relations tour” consisting of fourteen (14) vehicles, made in the USA, deployed throughout the twelve (12) Census Bureau regions and nationally. Through the issuance of this task order, the contractor shall design a road tour that provides support the 2010 Census Communications Campaign goals by: 1) Emphasizing how safe and easy it is to complete the census questionnaire; 2) Communicate when the form will arrive at your household; 3) Show an example of the questionnaire and envelope; 4) Educate the public about the uses of Census data and information; 5) Communicate that information completed on questionnaire is confidential and private; 6) Emphasize that immigration status is not asked on questionnaire; 7) Educate the public about the uses of Census data and information; 8) Develop media opportunities with a focus on Hard-to-Count (HTC) areas.



Under this task order, the contractor is required to provide the following services: 1) Direct project management for Road Tour Planning & Deployment; 2) Infrastructure and materials - Vehicles, Technology and Staffing; 3) Design and creative elements for the tour; 4) Sponsorship involvement; 5) Integration with Census Bureau operations and programs; 6) Logistics, schedule and itinerary planning, and tour operations; 7) Inventory management; and 8) Public Relations and Media Relations Support.



The existing contract must be used for the following reasons: 1) The work to be performed is within the scope of the original contract technical provisions. 2) The incumbent contractor has the management, technical, and administrative skills to efficiently and effectively accomplish this work at a reasonable cost. 3) The road tour must be integrated and coordinated with the campaign messaging and theme already developed by the existing contractor. 4) This contract enables the work to begin immediately.



The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using funds appropriated by the Act. Acquisitions must comply with FAR, and to the maximum extent practicable, be awarded under competitive procedures as fixed-price (FP) contracts. The U.S. Census Bureau intends to use the current IDIQ contract to meet its requirements. A task order with multiple contract line items is anticipated. Contract Line Items will include fixed-price, materials and labor hours type line items. This contract was awarded competitively.
