The occurence of "Permanent" is deleted.

THIS IS A REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR 15.201(c)(7) AND FAR 52.215-3.

The purpose of this Request for Information (RFI) is to seek industry input regarding housing units intended for interim use by disaster survivors both nation wide and specifically the NY / NJ areas. The Federal Emergency Management Agency (FEMA) is interested in gathering information on modular, "stackable" housing unit designs appropriate for local weather, efficient use of limited ground space, and efficient installation (including utilities and stairways).


FEMA is interested in your schedule and capability of following two contracting options:
• Option A would include a contract for production, transportation, installation, maintenance, removal of units, and possibly remediation of installation site. Turnkey contract concept would award by a specific geographic area or by specific site.
• Option B would have the vendor producing units and providing technical assistance to FEMA and its separately-awarded contractors for the installation, maintenance, and removal of the units.



This is NOT a Request for Proposal (RFP). An RFP is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFP, nor does it restrict the Government to a particular acquisition approach. Requests for a solicitation will not receive a response.


The purpose of this RFI is to conduct market research only. Responses provided will help inform FEMA and its partners, and should not be construed as unsolicited proposals to - or providing preference in any contracting activity with - FEMA
