Forty-five (45) days after publication of this notice, the Contracts Management Office (CMO) of the Defense Advanced Research Projects Agency (DARPA) intends to issue a contract to The Boeing Company under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). The Boeing Company is the only known source in the case of a follow-on requirement with the in-depth knowledge and experience to continue into Phase I of the DARPA Tactical Technology Office (TTO) Formation Flight for Aerodynamic Benefit program. The initial technology was developed under a previous effort of The Boeing Company’s research funded by DARPA. The Phase I effort will extend and build upon this technology developed in the previous research effort by incorporating improved algorithms based on data obtained during flight testing. The Phase I effort involves extending dynamic simulations and analysis tools with existing wake encounter data, detailed flight test planning, and conducting data gathering flight tests in the wake of a large military transport aircraft. This notice is not a request for competitive proposals. It is not a solicitation or request for offers. See numbered note 22.
