The Missile Defense Agency (MDA) anticipates that FY12 funds will be available prior to contract award for the execution of the Early Warning Radar Upgrades. This solicitation is being released pursuant to FAR Clause 52.232-18, "Availability of Funds".The Missile Defense Agency (MDA) releases the attached Draft Request for Proposal (DRFP) pursuant to a competitive acquisition for the upgrade of Air Force Early Warning Radars (EWRs) at Clear AFS, Alaska, and Cape Cod, Massachusetts, to become a part of the MDA Sensor network. This acquisition will include upgrades to meet joint MDA/USAF performance requirements while maintaining the two missions of missile warning and space surveillance. The upgrades require fabrication of hardware, development and implementation of site unique software, installation, testing and the fielding of upgraded EWR software and hardware. The upgrades shall be accomplished while retaining the legacy EWR front-end and commonality of hardware with the previous three upgraded EWR deployments. Upgrades must be accomplished while the radar continues to execute its operational mission with existing prime mission equipment.Any resulting MDA contract for these upgrades will include design, development and sustainment to the current Rev G, radar integration and deployment, Signal Processor/Data Processor (SP/DP) development at Clear AFS. At Cape Cod, the upgrades will include design, development, integration and deployment and minor facility modifications. There may also be a requirement for special studies to be conducted at both sites.
MDA anticipates the award of a single contract with Fixed-Price-Incentive (Firm Target), Cost-Plus Incentive-Fee, Cost- Plus-Fixed-Fee, Cost-Plus-Award-Fee, and Firm Fixed Price line items. The period of performance for this acquisition, if awarded, is anticipated to be a total of six years. The solicitation will be awarded in accordance with Federal Acquisition Regulation (FAR) Part 15, on a full and open, competitive basis. MDA anticipates awarding to a single offeror on a "best value" basis to the Government, considering both price and non-price factors. Draft proposal instructions and evaluation factors for award are included in the attached DRFP with attachments.The Government does not intend to limit either the number of types of teaming arrangements entered into by potential offerors (i.e., any given contractor can propose as a prime contractor and/or participate as a subcontractor on one or more proposing teams). Further, the Government does not intend to impose restrictions on team membership should an award be executed, except as may be necessary to prevent organizational conflicts of interest. However, for the purposes of any resulting competition, the prime offeror(s) and their subcontractors/suppliers must be U.S. firms/businesses, not foreign owned, controlled, or influenced.Industry Days are tentatively scheduled at Hanscom AFB, MA, 2 thru 4 August 2011. NOTICE TO PROSPECTIVE OFFERORS: UEWR INDUSTRY DAYS 2-4 August 2011
The Government Upgraded Early Warning Radar Program Office will host an Industry Day Conference, 2-4 Aug 2011, at Hanscom Air Force Base, Massachusetts 01731. The purpose is to encourage information exchange between Government and Industry. The conference will begin at 08:30 (EDT) at the Conference Center Lexington Auditorium. This briefing will be unclassified. One-on-One sessions will be conducted in Building 1614, Conference Room D, on 2 August, beginning at 14:00 and concluding at 17:00 (EDT). One-on-One sessions will continue on the 3 and 4 Aug, beginning at 08:00 and concluding at 17:00 each day, as needed to accommodate all interested Offerors. These sessions may include classified discussions. The sessions will last forty-five (45) minutes per Offeror. Sessions will be scheduled on a first come first serve basis.
Any Offeror wishing to attend must convey their interest via RSVP no later than COB 22 July (17:00 EDT). Each Offeror is limited to five (5) participants. Attendance is limited to US citizens only. The purpose of this Amendment (Number 3) is to announce dates for the Site Visits at Clear AFS, AK as follows: 7 - 20 Sept, 2011.

Similar to the Cape Cod Site Visit scheduling, each Offeror will be provided with a maximum of 1.5 days on Site. Day One will consist of the Site Tour estimated to be from 0830 - 1500. Day Two will consist of the Government/Offeror one-on-one half-day session estimated to be from 0800 - 1200. If the second day is not necessary for the purposes of your visit, please indicate that in your response email and we will work with you on a case-by-case basis. The available blocks of time are as follows:

The purpose of this amendment is to announce that the remaining Questions and Answers (Q&As) will be posted in the Offeror's Library and to emphasize the importance of obtaining Industry feedback on its contents.

The Government encourages all interested Offeror's to provide comments or concerns regarding the data currently available in the DRFP and Offeror's Library. Offeror's recommendations regarding essential information, suggested changes, and/or inadequacies in documentation will be acknowledged and considered prior to final RFP release. It is imperative that feedback be submitted as soon as possible to ensure sufficient time is available to analyze Offeror's submission(s).


The intent of the Q&As are to offer clarification or comment only. Any necessary changes to the DRFP will be made by amendment. It is the responsibility of the Offeror to complete the necessary steps to obtain access to the Offeror's Library. Throughout the acquisition phase, the Government will utilize the Offeror's Library to make available technical data, Q&As and other sensitive information. The Offeror's Library contains classified and export-controlled data; therefore, access will be restricted to personnel who have been cleared by MDA Contracting and Security Officials. It may take up to three weeks to gain access so it is vital that requests are submitted as soon as possible.

The amendment reminds Offeror's that the Government has determined that any resulting solicitation will contain an Organizational Conflict of Interest (OCI) provision entitled "NOTICE REGARDING ORGANIZATIONAL CONFLICT OF INTEREST (OCI) AGREEMENT(S) (FAR 9.5)" which reads as follows:


a. Responsibility lies with the prime contract offerors to ensure that both they and their proposed subcontractors are not restricted from participating in this proposed acquisition due to an OCI clause in any Federal Government Contract, including, but not limited to, Missile Defense Agency (MDA) contracts.


b. Any offeror who has signed, as well as all proposed subcontractors who have signed, a contract with an OCI agreement, as either a prime contractor or subcontractor under any such contract shall submit a written application to the MDA Directorate of Contracting, Sensors Directorate, via email to Ms. Carol Rivard at Carol.Rivard@mda.mil, to obtain approval to participate in this acquisition.


c. Synopsis:

The purpose of this amendment is to announce the Government's decision that the Signal Processor/Data Processor (SP/DP) design effort will remain a part of the Scope of Work included in this Draft Request for Proposal (DRFP). Further, the SP/DP demonstration at Beale UEWR will include all CISF and site testing required to get through Ops Acceptance. The SP/DP will then be left behind at Beale and enter sustainment following Ops Acceptance.

PIDS Rev H and the Ballistic Missile Defense System (BMDS) Spec for UEWR requirements have not been funded at this time. Rev G remains the baseline requirements document for this Scope of Work/DRFP. All interested Offerors' approaches should consider scalability in their proposed solutions defined as the ability of the proposed design to accommodate PIDS Rev H requirements with a minimal impact on cost, schedule or technical risk.

Synopsis:


The purpose of this amendment is to release the FINAL RFP for this acquisition, and to announce the requirement for a Pre-Proposal conference as follows:


Pre-Proposal Conference:   A Final RFP Pre-Proposal Conference is hereby announced for industry participation.  This will offer an opportunity for participants to ask questions regarding the Final Request for Proposal/HQ0147-11-R-0002.  The intent is for the Government to offer clarification and give Offerors a chance to ask questions regarding the final Clear/Cod Upgraded Early Warning System (UEWR) RFP prior to producing and providing a proposal for Government evaluation.  The event will begin at 8:30 am (EDT) on 14 Feb 2012, at the MITRE Corporation Bedford Campus, Auditorium 2C130, 202 Burlington Road, Burlington, MA. This briefing will be unclassified.  One-on-One sessions will be conducted the same day in the MITRE Corporation Bedford Campus, Auditorium 2C130, Burlington, MA, beginning at 10:30 AM and concluding at 17:00 (EDT) and continued the following day if required to meet the number of interested Offerors.


The One-on-One sessions will last sixty (60) minutes per Offeror.  Sessions will be scheduled on a first-come first-serve basis filling the day of the conference and only overflowing into the following day if required by the number of Offerors.


Any Offeror wishing to attend must convey their interest via RSVP no later than COB 10 February, 2012 (17:00 EDT).  Each Offeror is limited to five (5) participants.  Attendance is limited to US citizens only.  Visit Access Requests (VAR) must be submitted IN ACCORDANCE WITH THE VAR INSTRUCTION LETTERS PROVIDED through JPAS to SMO Code 4B0807.  The MITRE POC for the VAR is Mr. Daniel Pedro, (781) 225-0310.
