The U.S. Agency for International Development intends to issue a Request for Proposal (RFP) to solicit proposals from eligible and qualified U.S. organizations for a three year cost-plus-fixed fee, term contract for implementing the Global Health Support Initiative II program. The purpose of this contract is to provide support services to the USAID Bureau for Global Health (GH) and its offices in Washington, D.C. and various overseas locations. These offices include the USAID Bureau for Global Health (GH) and its offices in Washington, D.C.; Regional Bureaus (Africa, Asia, Middle East, Europe & Eurasia, and Latin America and Caribbean) and its offices in Washington; and, Regional Missions and Country Missions in various countries overseas. The contractor will recruit, hire and maintain a cadre of technical, professional, operational, and support staff that supply support services to USAIDís health programs worldwide.



This will be a total small business set-aside, however small businesses may use other than small businesses for the purpose of subcontracting, provided that at least 50% of the cost of contract performance incurred for personnel shall be for employees of the small business prime contractor. Procedures set forth in FAR Part 15 shall apply.



The RFP is expected to be released to the public within 15 days of this announcement and will be distributed through this website. Any amendments to this pre-solicitation will be issued and posted only on this website.



Issuance of this notice does not constitute an award commitment on the part of the U.S. Government, nor does it commit the U.S. Government to pay for any costs incurred in the preparation or submission of comments, suggestions, or a proposal. Furthermore, the Government reserves the right to defer issuance of a RFP solicitation or not to issue a RFP, if such action is considered to be in the best interest of the Government.
