Combined Synopsis/ Solicitation HSFE70-13-R-0071
U.S. Department of Homeland Security/Federal Emergency Management Agency Public Assistance Division has a requirement to establish a supplier source(s) capable of providing 100 percent woven cotton blankets to meet the needs of disaster survivors during disaster response efforts and for general stock replenishment at FEMA distribution centers.

(i) This is a combined Synopsis/Solicitation for commercial item (Supplies and Services) prepared in accordance with the format in FAR Subpart 12.603, and guidance of FAR Part 12 and FAR Part 15 as supplemented with additional information included in this notice. The Department of Homeland Security (DHS) /Federal Emergency Management Agency (FEMA) anticipate multiple award of Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this RFP.

(ii) This announcement constitutes the only Solicitation that will be published; proposals are being requested and a written Solicitation will not be issued. This combined Synopsis/Solicitation will be provided electronically only. The solicitation number is HSFE70-13-R-0071 and issued as request for proposal (RFP). FEMA intends to award Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contracts with a one (1) base year and four (4) option years period. The clauses and provisions referenced in this solicitation may be reviewed/obtained in full text form at http://www.acquisition.gov/far.

(iii) The Solicitation document, the incorporated provisions and the clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69.
(iv) This requirement is being advertised as a Small Business set-aside and only qualified offerors may submit proposals. It is anticipated that multiple awards will result from this solicitation. The applicable NAICS code is 314120 - Curtain and Linen Mills with a small business size standard of 500 employees.

(vi) Description of Requirements: Blankets: 66" x 90", 100 percent cotton, weave woven blanket that has plain weave borders, hemmed edges and is static-resistant, pre-shrunk, autoclavable and machine washable. Color of the fabric: White. GSM of the fabric: Between 100-300 grams per square meter. Blankets cannot shrink more than 10%.
