NASA intends to release Appendix J, "LEO Commercial Demand Stimulation", under the Next Space Technologies for Exploration Partnerships-2 Broad Agency Announcement (NextSTEP-2 BAA). The objectives of the appendix are not focused on a specific technology development or demonstration, but are to identify opportunities that could broadly foster the long-term growth of new and emerging markets for commercial activities in low earth orbit (LEO), particularly for human-rated commercial destinations in LEO. Appendix J will be available electronically through FedBizOpps at http://www.fbo.gov.



NASA plans to solicit proposals identifying opportunities that could broadly foster the long-term growth of new and emerging markets for commercial activities in LEO, particularly for human-rated commercial destinations in LEO by reducing cost and technical barriers. NASA specifically will be seeking proposals which focus on: approaches to reducing transportation costs to and from LEO destinations; understanding the transportation-driven price elasticity of demand for existing and potential LEO commercial markets; opportunities to broaden the base of industry/academia/government researchers seeking to utilize LEO capabilities (e.g. through reducing real or perceived barriers to entry, broadening pipeline of researchers, realizing synergies with feeder capabilities including drop-towers, parabolic flights, sounding rockets, suborbital flights, etc.), and will consider other proposals that identify innovative opportunities to foster long-term market growth. Successful proposals will define the path by which the identified opportunities broadly foster market growth, provide data-driven rationale to support the defined path to reducing transportation costs, and lead to recommendations on which NASA, industry or other organizations could act. NASA seeks proposals that, if successful, will: strengthen NASA's insights into opportunities for and barriers to market growth; identify actionable recommendations, and; lead to a strong LEO ecosystem with NASA as one of many customers of commercial destination(s) in LEO. Proposals must include an identification and assessment of the potential markets they intend to foster.


As a result of this solicitation, NASA intends to offer periodic opportunities for a series of targeted awards in two Phases:

• Phase 1) Early concept development (awards nominally up to $100k),
• Phase 2) Concept maturation and implementation (awards nominally up to $TBD).


Offerors may submit proposals for either Phase 1, Phase 2 or both. However, offerors are limited to submitting one proposal per phase. Phase 1 proposals will be focused on providing a description of proposed approach to reduce transportation costs and/or technical barriers to broadly foster market growth, including analysis and quantification of market opportunities, maturity and risks, as well as technical merit and feasibility of approach. Phase 2 proposals will be focused on defining target markets/customers (domestic and foreign), including substantiation and quantification of market potential, and addressing scalability potential for application of approach to additional new and emerging markets.


NASA intends to make one, several or no awards in response to the subject solicitation, dependent upon the quality of responses, availability of funding and continuance of the requirement. The detailed requirements, guidance, instructions and due dates for interested responders will be included in the solicitation appendix.

Proposals are due no later than 5:00 PM EDT September 13, 2019. Proposals received after 5:00 PM EDT September 13, 2019 will not be evaluated.
