This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued, FAR Subpart 13.5 procedures are being utilized. Solicitation number H92257-14-Q-0068 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61 and DFARS Change Notice DCN 20120906. The proposed acquisition is unrestricted in business size. The associated NAICS code is 611699, with an applicable size standard of $10.0m. Marine Corps Special Operations Command, 3rd Marine Special Operations Battalion, Camp Lejeune, NC, has a requirement for role player support, in accordance with the Statement of Work (SOW). Location of the training shall take IVO Charleston, SC. The Government anticipates award of a Firm Fixed Price contract. This RFQ will be evaluated using Lowest Price Technically Acceptable (LPTA). In order be considered technically acceptable, the contractor shall conform to all aspects of the SOW. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. An offer will be considered incomplete and will not be considered for award if technical acceptability cannot be met. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition: FAR 52.204-7 Central Contractor Registration; FAR 52.212-1, 52.212-2 Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items.
