This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. The terms and conditions applicable to this action are: 52.212-4 and 52.212-4 Alt I, Contract Terms and Conditions-Commercial Items.

SAQMMA12R0202 is being issued as a request for proposal (RFP). The solicitation document, SAQMMA12R0202 and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 2005-58.


The Department of State's, Bureau of Public Affairs is soliciting from global television service agencies that can provide news coverage and transmission fulfillment of US Government Officials at media events. We anticipate awarding multiple Blanket Purchase Agreement for this service. Companies with proven expertise in specific, but not all elements of the deliverables described are encouraged to respond. We will establish one-year BPA with the option to extend up to four additional years. The BPA does not constitute a guarantee of work.


All responsible sources may submit a proposal in two parts. The first part would be a narrative "technical" proposal that would address your approach to satisfying our detailed scope of work and technical evaluation factors as provided in this solicitation. The second part would be a business proposal including a detailed cost breakdown explaining anticipated contract costs (B-001 Pricing Information).
