This is a sources sought notice only. This is not a solicitation announcement. No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. The North American Industry Classification System (NAICS) code for this procurement is 541620.

The Environmental Protection Agency (EPA) is performing market research to identify contractors that possess the capabilities to provide Economic, Engineering, and Environmental Modeling, Analysis, and Assessment Mission Support for the EPA's Office of Atmospheric Programs (OAP), Clean Air Markets Division (CAMD). Task areas include: Power Sector Modeling, Analysis and Assessment - Bottom Up Approach; Power Sector Modeling, Analysis and Assessment - Alternative Approach; Modeling, Analysis and Assessment of Other Sectors - Bottom Up Approach; Modeling, Analysis, and Assessment of Sectors - Alternative Approach; Sector Integrating Models; Other Economic Modeling, Analysis, and Assessment; Experts, Expert Panels, Work Groups, and Special Studies and other Technical Support Activities. This requirement is currently performed as a cost-plus-fixed-fee work assignment contract under Contract Nos. EP-W-08-018 & EP-W-08-019. The Government expects to conduct the procurement as a full-and-open competitive negotiated acquisition and award cost-plus-fixed-fee work assignment contracts under a multiple award scenario. The resultant contract(s) is anticipated to have a one-year base period and four one-year option periods.

Interested parties may submit a brief capability statement, no more than five (5) single-sided pages, demonstrating how they are capable of meeting this requirement. Standard brochures and/or paraphrasing of the Statement of Work will not be considered sufficient to demonstrate the capabilities of an interested party. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. The capability statement should include the following: (1) Name of business; (2) Contact information (address, telephone, facsimile, e-mail, website address); (3) DUNS number, business size and classification; (4) GSA contract number and period of performance (if vendor has GSA contract that fulfills requirements of the draft Statement of Work); (5) Technical description of ability to meet the requirement (description should address technical competencies, and organizational experience relative to the key task areas in the draft Statement of Work); (6) Discussion of any potentially significant organizational conflicts of interest; (7) Any comments or concerns regarding draft Statement of Work or subject procurement. Businesses shall submit electronic copies of their respective capability statements to Bill Meroney at william.meroney@epa.gov and Ryan Daniels at daniels.ryan@epa.gov, no later than May 2012.
