The Defense Finance and Accounting Service is conducting market research to identify vendors capable of providing a commercial off the shelf (COTS) product to electronically complete workflows and retain authorizations for DD Forms 2875 and 577. The requirement is as follows:

The Government is requesting information on available commercial off the shelf products that electronically complete workflows and retain authorizations for “System Authorization Access Request (SAAR)” to comply with DD FORM 2875, “System Security Appointment and Termination Letters” to comply with DD FORM 577, “Personnel In Processing (PIP)” to reduce in-processing times. In this RFI, the government requests vendors to explain different licensing options such as enterprise licensing, system licensing, user licensing, and their licensing models. DFAS suspects there is broad interest in such a product within and out of the DoD since 2875 and 577 are functions necessary for Federal Information Security Act (FISMA) compliance. Vendors may submit information about COTS products that accomplish the same or similar functions for other government entities provided they can be adapted in short order and at vendor expense to meet the 2875 and 577 requirements.

Salient features sought by the government: electronic workflow (paperless); digital signature using smartcards including DOD Common Access Card; outputs of DD FORM 2875 and DD FORM 577 where system interfaces do not exist to facilitate last step of provisioning accounts; interface into automated information systems, unix variants, storage systems, midtiers, webs, mainframes, active directory and so forth to provision accounts; rule based conflict of interest e.g. cannot disburse and certify funds; automatic routing for exception approval; extendable workflow to facilitate 4 or more rule based workflow approvals; secure web access for submission of workflows; system data exchange and workflow sharing in the event the government stations multiple systems; distributed architecture; can be adapted and is capable of complying with DODI8500 Information Mission Assurance Control level 3.

Similar technologies may identify management systems but there is a distinction between the approval workflow based on 2875 and 577 processes and account provisioning found in some COTS products today. DFAS is looking for a product that allows the government to make changes to the product in order to interface into automated information systems and active directory to provision accounts and enforce automated rules. The government wants the capability to retain legal digital signatures, licensing models, entry cost, total cost of ownership model and other features described above.

Responses to the RFI must be submitted via email to (preferred) or by mail to DFAS HCMCOB/CO, Bldg 21, RM 2B003, 3990 E Broad St, Columbus, OH 43213-1152 by no later than 1:00 pm EST, October 16, 2009. RFI responses must conform to the format below and provide the following information. No questions will be accepted by phone.

I. Cover Letter

The cover letter must include the following information:

-Company name, point of contact and telephone number.

-Date submitted.

-Any applicable GSA FSS schedule contracts or any other existing Federal Government Wide Acquisition Contract (GWAC).

II. RFI Demonstation of Capability, to include

- Product name and literature

- List of customers who have purchased the product to include customer point of contact

- Description of how current product would meet DFAS’ needs

Responses may not exceed 15 pages.

This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Defense Finance and Accounting Service (DFAS) is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Respondents will not be notified of the results of the evaluation of the data received.Respondees should identify any proprietary information in their RFI responses. Proprietary materials will neither be distributed nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The Government will not provide comments to any vendor's submission.
