Request for Information

The United States General Services Administration (GSA) is issuing this Request For Information (RFI) to obtain responses from the building owner community, and other parties interested in potentially providing up to 120,000 ANSI BOMA Office Area (ABOA) square feet of office space, in addition to secure, reserved parking spaces located within the same facility. GSA is seeking information on buildings that can meet this potential requirement within the following area in Washington, DC:

North: K Street, NW
South: E Street, NW
East: 14th Street, NW
West: 19th Street, NW

Any potential space would need to be available for occupancy in Summer 2016, with the following options for consideration:

• Option 1: 10 years firm
• Option 2: 10 years with an option to terminate 60,000 ABOA after 1 year; and
• Option 3: 10 years with an option to terminate 60,000 ABOA after 2 years.

This RFI is issued in accordance with FAR 15.201(e) to obtain market information for planning purposes which may or may not result in a procurement. GSA may use this information to determine which procurement vehicle(s), if any, to use in meeting this potential requirement. GSA will not reimburse RFI respondents for any expenses associated with responding to this RFI, though GSA appreciates all input that is received. This RFI does not constitute a solicitation. Responses to this notice are not offers, and cannot be accepted by the Government to form a binding contract. Responding to the RFI is not required for consideration under any future potential procurement.

Respondents should provide the following information:
1. A brief summary of interest to include name and address of subject building(s), size of subject spaces (RSF), date of availability, nearest Metro Station. Include the name, address, telephone number and E-mail address of Owner's Representative.
2. A table outlining the size of the subject space(s) to include Usable Square Feet (USF), Rentable Square Feet (RSF) and Common Area Factor.
3. Representative Floor Plans (and Building Key Plans and location plans) showing size, type, location and access to the subject space.
4. Estimated timeframe on when base building(s) will be ready for tenant improvement build-out.
5. Parking availability and cost per parking space per month to include reserved official parking spaces, as well as the suitability of future Government control of all parking on site.
6. Availability and location of building connection(s) to major fiber optic service(s). 7. Ability to meet security level 4 in accordance with the Interagency Security Committee criteria for Leased Space.
8. Price per RSF for the office space, inclusive of a tenant improvement allowance of $46.74 per ABOA.
9. The offered space shall not be in the 100 or 500 year flood plain.
