Draft Solicitation No. HC1028-10-R-2000 is provided for review and comments by industry.  The Draft Solicitation includes the documentation describing the Defense Information Systems Agency's (DISA) Global Information Grid (GIG) Services Management-Operations (GSM-O) requirement.

The requirement for this GSM-O effort is to obtain performance based services to include Provisioning, Net Operations, Net Assurance and Network Maintenance on a worldwide basis.  (Please refer to the attached Performance Work Statement.)

Industry is encouraged to review the documentation and provide comments.  DISA will also host a Pre-Solicitation Conference to discuss the GSM Acquisition of Services (AoS) on 28 Jun 2010 at the DISA facility in Falls Church VA.  During the Pre-Solicitation Conference, DISA intends to discuss the scope of the GSM to include the GSM-Engineering/Transition/Implementation (GSM-ETI) requirement and the GSM-Projects and Support (GSM-P&S).

DISA will also host one-on-one sessions with industry between 29 and 30 Jun 2010 for this GSM-O effort, only.

In response to the Pre-Solicitation Conference the following updates are provided:

1. The Government is revisiting the language provided in the GSM-O Draft RFP, Section H, Paragraph #H.28 Organization Conflict of Interest (OCI) issues. We will provide additional guidance soon and anticipate that any OCI mitigation plans be provided no later than 15 July 2010.


2. We also anticipate extending the proposal due date for GSM-O to occur 60 days from final Request for Proposal (RFP).


3. We do not anticipate any major changes to the technical requirements set forth in the GSM-O Draft RFP; technical requirements should remain the same in the GSM-O Final RFP. However, we anticipate adding information to Section L and M on proposals in response to the two sample two sample task orders, and there may be changes to the performance measures set forth in the GSM-O PWS .

This 02 July 2010 update is to provide the following:


1. Revised OCI language. When submission of a Mitigation Plan is necessary due to a potential, perceived or actual OCI; early submission of the plan is encouraged as the Offeror must have an acceptable and Government approved Mitigation Plan established prior to contract award. The Prime Contractor is responsible for submitting a Mitigation Plan when a potential, perceived or actual OCI exists with a subcontractor, teaming partner; etc.


a. Section H, Paragraph H.28 is revised to reflect the following:


H.28  ORGANIZATIONAL CONFLICT OF INTEREST (OCI)/MITIGATION PLAN.
  
      
a.  A conflict of interest (COI) occurs when an individual or organization is involved in multiple interests, one of which could possibly corrupt the motivation for an act in the other.  The Government seeks to acquire unbiased advice and/or goods and services from Offerors/Contractors that are free from, or have mitigated, such conflicts.

       
b.  In order for the Government to try to prevent conflicting roles that might bias a Contractor's judgment or objectivity and potentially create a competitive advantage for that Contractor, the parties to this contract agree that the Contractor's future contracting with the Government shall be restricted as outlined in FAR Subpart 9.5, Organizational Conflicts of Interest, and as provided in this clause.

       
c.  DISA will not intentionally exclude a vendor from a competitive acquisition due to a perceived OCI.  The Contracting Office is committed to working with potential vendors to eliminate or mitigate potential, actual and perceived OCI situations, without detriment to the integrity of the competitive process, the DISA mission, or the legitimate business interests of the vendor community.

       
d.  While there are no specifically-identified exclusions by type of work or by participation in other on-going DISA contracts, it is DISA's belief that an OCI may exist when the GSM-O Prime Contractor and/or its subcontractors, at any tier, their parent companies, subsidiaries, and affiliates, if any, are parties to any of the following situations:

                
 (1)  Are a Prime Contractor or Subcontractor, at any level, to another existing DISA contract (e.g., a provider of capabilities under the DATS contract; see table below) and/or


                 (2)  Are a Prime Contractor or Subcontractor, at any level, under the existing GSA Alliant-Small Business GWAC contracts (which is to be used as DISA's source for support of the GSM-Projects and Support (P&S) requirements), and/or


                (3)  Become a Prime Contractor or Subcontractor, at any level, in the upcoming contract award(s) of the GSM-Engineering/Transition/Implementation (ETI) solicitation (HC1028-10-R-2001).


         e.  Offerors/Contractors shall  submit a Mitigation Plan to the Contracting Officer which concisely describes all relevant facts concerning any past, present or current planned interest, (financial, contractual, organizational, or otherwise) relating to work to be performed under the GSM-Operations contract/task orders that has/have bearing on whether the Offeror or Contractor has a possible OCI.  The Mitigation Plan shall explain how the OCI will be minimized to a level acceptable to the Government.  An Offeror's  Mitigation Plan shall be submitted as soon as possible.  If applicable, the Government may enter into negotiations with the Offeror/Contractor to address any unresolved issues within the Mitigation Plan; these negotations are not considered discussions.  Note:  No contract award can be made without an approved Mitigation Plan.


         f.  If the Offeror or Contractor is aware, or should have been aware, of an OCI before award of this contract or any task under against the contract, and does not fully disclose that conflict to the Contracting Officer, the Government may terminate the contractor for default.


         g.  The Offeror or Contractor, by submitting an offer and/or signing the contract, warrants that to its best knowledge and belief, no additional facts exist relevant to a possible OCI.


         h.  After contract award, the Contractor shall have an ongoing obligation to make "a prompt and full disclosure" to the Contracting Officer of any OCI that arises during the performance of the contract, as well as newly discovered conflicts that existed before contract award.


         i.  The Mitigation Plan shall become part of the resultant contract and the Contractor shall update its Mitigation Plan within 30 days of any changes to the legal construct of the organization, subcontractor changes, or significant management or ownership changes.


         j.  Should an Offeror or Contractor refuse to disclose, or misrepresent, any information regarding a potential, actual or perceived OCI, one of the following remedies shall apply:


                1)  Disqualification for award;


                2)  Termination of the contract;


                3)  Disqualification from subsequent awards; or


                4)  Other remedial action as may be permitted or provided by the law or in the resulting contract


         k.  The following OCI Matrix provides potential Offerors/Contractors with examples of situations where Mitigation Plans may or may not be required by the Contracting Officer.

To prevent the existence of conflicting roles that might bias the GSM-O Contractor's judgement and/or prevent an unfair competitive advantage, the Government's preference is that the Offeror will not enter into business arrangements with any contractor awarded work on the GSM ETI, GSM-P&S contracts and/or other DISA contracts. In the event that the Offeror determines it is necessary to enter into a business arrangement that that could be perceived as a potential or actual conflict of interest, the Offeror shall submit an OCI Mitigation Plan describing how the potential OCI will be avoided, neutralized or mitigated based on the general rules of FAR Part 9.505 for the Contracting Officer's review and subsequent negotiation."

1.  This 24 Sep 2010 notice is to provide the Government's responses to vendors' questions submitted in response to the GSM-Operations Draft RFP (GSM-O DRFP).  This is - Questions/Answers - Release #3 of 3.  The answers to the questions are provided as an attachment to this amendment.  At this time all questions that have been received from the vendors in response to the GSM-O DRFP have been responded to.

2.  You are also advised that a change has been made to the 01 September 2010 release of the Government Furnished Information (GFI) Controlled CD-ROM.  The documents on the Controlled CD-ROM are not changed; however, the documents have been re-distributed into two disks as follows:

        One Disk will contain documents that are marked as "Secret" or documents when combined could be considered "Secret".

        One Disk will contain only FOUO documents.

3.  Prospective Offerors are encouraged to obtain the disks in accordance with Section L, paragraph L.4 of the GSM-O DRFP.  The disks will be available 27 Sep 2010.

The Defense Information Systems Agency (DISA) is providing a site visit for prospective Offerors to view the Defense Information Systems Network (DISN) Global Network Ops Support Center (GNSC), Bldg. 3189, Scott Air Force Base, IL on December 03, 2010 commencing at 8:00 a.m. and ending approximately 5:00 p.m. The DISN GNSC site visit is available ONLY FOR OFFERORS WHO ARE COMMITTED TO SUBMITTING A PROPOSAL IN RESPONSE TO THE GSM OPERATIONS SOLICITATION (DRFP/RFP NO: HC1028-10-R-2000). The DISN GNSC site visit is NOT available for prospective Offerors who intend to submit a proposal/offer for any other solicitation issued by DISA.

A prospective Offeror submitting a proposal in response to the GSM-Operations DRFP/RFP is interpreted to mean the prime contractor and its team of subcontractor(s) and/or teaming partner(s). Each prospective Offeror is limited to one DISN GNSC site visit, with no more than a total of five individual team members attending the DISN GNSC site visit simultaneously. The prospective Offeror's request to attend the DISN GNSC site visit must be submitted by the prospective Offeror who is to be considered the Prime Contractor. The Offeror's team members (i.e., subcontractor(s)/teaming partner(s)) shall not request separate site visits. Duplicate requests shall be rejected by the Contracting Officer.


The DISN GNSC will consist of a briefing of the GSM-Operations Performance Work Statement followed by a walk-through of selected workplace/office areas. Offerors' questions will not be answered during any portion of the DISN GNSC site visit and must be submitted in writing to the Contracting Officer at the DISNGSM@disa.mil email address. Written questions will be responded to via a subsequent FedBizOpps notice.


A prospective Offeror wishing to attend the DISN GNSC site visit must submit a written request to the GSM Contracting Officer no later than 1:00 p.m. CST, 24 November 2010. Verbal requests to attend the site visit will not be accepted. The Government will make no arrangements for Offerors who submit a request after 1:00 p.m. on 24 November 2010. The request to attend the site visit must be submitted to the GSM Contracting Officer at DISNGSM@disa.mil ONLY. Requests submitted to any other email address will not be accepted.

The Contracting Officer is only responsible for alerting the appropriate Base and DISN GNSC activities of proposed visitors. The Contracting Officer (and any other Government activity) are not be responsible for travel delays incurred by the Offeror (Airline, Base Visitor Center and/or DISN GNSC Security Office, etc.).

The Defense Information Systems Agency/Defense Information Technology Contracting Organization (DISA/DITCO)-Scott AFB, IL anticipates release of the Final RFP - HC1028-10-R-2000 - GIG Service Management Operations (GSM-O) on or about 13 January 2011. DISA/DITCO intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract using full and open competition in conjunction with the policies and procedures prescribed in Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation for the day-to-day operations and sustainment of the Defense Information Systems Network (DISN) and its Global Information Grid (GIG) networks and related services. The Final RFP and all related documents will be posted at this site. Instructions for submitting questions and proposals will be given at the time the solicitation is released. Contractors will be given 60 days for preparation of proposals from the posting date of the Final RFP. Past Performance questionnaires will be due no later than the date indicated on the past performance document.

The National American Industrial Classification Standard (NAICS) codes for this procurement are redesignated as 517110-Wired Telecommunications Carriers and 514513 - Computer Facilities Management Services. The resulting award will be Best Value Trade-Off, with non-cost factors being significantly more important than cost. The period of performance for the GSM-O will include a base period of three years and two, two-year option periods for a total life-cycle of seven years. Services will be required on a world-wide basis.


If at anytime the Government determines that the requested services are no longer required, the Government reserves the right to not make an award.


NOTE: The Draft RFP currently on the FedBizOpps site (to include amendments and attachments) will be removed/deleted in its entirety and replaced with the Final RFP documentation.

The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) is replacing in its entirety Draft RFP HC1028-10-R-2000 - Global Information Grid (GIG) Services Management-Operations GSM-O) with this Final RFP HC1028-10-R-2000-GSM-O. (The Draft RFP for GSM-O and all attachments thereto shall be deleted from FedBizOpps in its entirety and are superceded with the information received with the Final GSM-O RFP).

DISA/DITCO anticipates a performance based Indefinite Delivery/Indefinite Quantity contract to a single contractor who provides the best value to the Government.


Full and open competition will be utilized to acquire GSM-O requirements including the day-to-day delivery support for telecommunications capabilities, including operating and sustaining the Defense Information Systems Network (DISN), defending the DISN, providing access to new customers, monitoring network health, and restoring service as necessary, plus completing minor adjustments and improvements to existing capabilities. Fundamentally, these activities are necessary to keep the DISN operating and available for use, but include no significant network improvements or changes. Sustainment may consist of small adjustments to the infrastructure, e.g., card replacement, read-only memory (ROM) replacement, or software and hardware upgrades of existing equipment. Operations work is routine and predictable over the contract period except for any contingency support. The geographic scope of the GSM-O requirement is world-wide,


For subcontracting purposes, the North American Industry Classification System (NAICS) Codes for the GSM-O are designated as 541513 and 517110; size standards are $25M and 1500 employees; respectively.


Prospective offerors are cautioned to review the Final GSM-O RFP in its entirety. Although, questions have been received in response to the Draft RFP for the GSM-O effort and answers have been provided; additional and/or revised information and/or direction has been received which may have resulted in revisions to the answers provided.

Supplemental information (Government Furnished Information) will be provided on unclassified, sensitive and/or controlled CD-ROMs. Supplemental information is provided as an historical perspective of the effort that will be required from the GSM-O contractor and it is not to be construed as future work requirements. Supplemental information will not become a contractual requirement. Information considered to be "supplemental information" has been designated on a "Read Me" file included on each CD-ROM.


The Governnment is also providing a sensitive and/or controlled CD-ROM that includes a list of Government Furnished Equipment (GFE) that the GSM-O contractor shall maintain. Attachment 14 shall become a contractual requirement and shall be considered an attachment to the resultant contract.


Prospective offerors are encouraged to obtain the unclassified, sensitive and/or controlled CD-ROMs from the Program Management Office during normal work hours in accordance with Section L, Paragraphs L3 and L4 of this solicitation. The CD-ROMs are available at this time.


Prospective offerors are reminded that the information provided on the CD-ROMs (HC1028-10-R-2000 - Attachments 13 and 14) supercedes the information previously provided on earlier versions of the CD-ROMs that were issued in conjunction with the Draft RFP for GSM . You are also reminded to dipose vendors to dispose of the previous disks in accordance with applicable security regulations.


Prospective offerors are encouraged to review the requirement for Organizational Conflict of Interest (OCI) Mitigation Plans. An OCI Mitigation Plan shall be required from all prospective Offerors regardless of whether an actual OCI exists at this time. A contract cannot be awarded to an offeror who does not have an OCI Mitigation Plan that has been deemed acceptable by the Contracting Officer. Consequently, prospective offerors are strongly encouraged to submit and negotiate an OCI Mitigation plan as early as possible.


Examples of recent and relevant past performance will also be evaluated by the Performance Confidence Assessment Group (PCAG). Prospective offerors are requested to submit their examples as to the PCAG as early as possible; but no earlier than 29 Jan 2011 and no later than the proposal due date.


Prospective offerors are also encouraged to support the Wounded Warrior Project (WWP). Assistance on helping wounded warriors transition back into the civilian workforce can be found at: http://wtow.woundedwarriorproject.org/
