The Space and Naval Warfare SystemsCommand (SPAWAR) in support of the

Naval Enterprise Networks (NEN)

Program Management Office (PMW-

205)/ Next Generation Enterprise

Network (NGEN) Program is announcing

the release of documents applicable to

the NGEN acquisition process. This

release of applicable documents

consists of Continuity of Service

Contract (CoSC) operations

volume/metric data, which represents

CoSC current state. It is intended to

help industry better understand the

scale and scope of the as-is

environment in order to cost and price

the level of effort accurately. The file

containing this data is entitled CoSC

Data and has been posted on the

MITRE site under the NGEN OCT 2011

Industry Day Responses tab). The

Applicable Documents contain a mix of

file types including: doc, pdf and ppt.

In order to access the applicable

documents, any company must have a

fully executed (signed) NGEN

Government Purpose Rights (GPR) Non-

Disclosure Agreement (NDA) on file with

the NGEN Procuring Contracting Officer

(PCO). For companies that do not have

a fully executed GPR NDA on file,

contact the NGEN PCO support staff at

MITRE, a Federally Funded Research

and Development Center (FFRDC), is

providing a secure server to host the

NGEN applicable documents and

technical data. Access to technical data

will be replicated to the Applicable

Documents section of the site. If you

have been permitted access to the

technical data, you do not need to

reapply for access to the applicable


Please follow the below instructions to

gain access to the Technical Data site

hosted by MITRE:

To request access to the NGEN MITRE

hosting site, send an email request with the subject

line NGEN TDP Account Request. All

requests must list the name, company

and corporate email address of each

individual requesting an account. Once

it has been verified that a fully

executed GPR NDA is on file, NGEN will

direct a MITRE representative to begin

the process of granting access. A

MITRE representative will respond to

each individual with a confirmation

email and instructions on how to access

the technical data. Be advised that

obtaining access to the NGEN MITRE

hosting site is a multi-step process and

companies/individuals requesting

access may experience lag times of up

to 4 hours between each step, but

should not exceed three business days

for the completion of the entire

process. Once the aforementioned

steps have been completed, each

individual will receive an email from

MITRE confirming the granting of

access and be prompted to establish a

user id and password to access the

secure site.
