RECOVERY ACT - The Agency for Health Care Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is soliciting proposals for a contract to provide the services for the project entitled "Citizen's Forum", which will seek to expand and systematize broad citizen and stakeholder engagement in AHRQ's comparative effectiveness research initiative. This contract will be awarded in FY 10'.

It is anticipated that a single contract will be awarded, with 3 base years and 2 option years (3 year contract with 2 one-year options). Award is expected no later than July 12, 2010. In adddition to the solicitation being available on this site, it will also be available for download (when posted) from the AHRQ website at It is the responsibility of any prospective offeror to monitor this site for release of the solicitation, download their own copy of the solicitation, and monitor the site for any subsequent amendments. Since it cannot be known who is accessing the site, no bidder's list will be provided to any prospective offeror or maintained by this office. It is anticipated that a solicitation will be issued on or about February 16, 2010 with proposals due 45 days there after.

PLEASE NOTE: Due to the Federal Government closings of February 8 - 11, the SOLICITATION MAY NOT be posted ON February 16th, but rather, a few days later than that. Please keep checking in. The government makes no estimate, at this time, as to when the solicitation WILL BE POSTED but it is expected that it will be posted prior to February 19th, 2010.

OFFERORS, NOTE: This is to be a Firm Fixed Price contract. Your proposal should be geared toward being a firm fixed price proposal. However, note that the Section L.8 Business Proposal instructions require a cost breakdown. This is correct and should still be done even though it is firm fixed price. The government will require sufficient information to determine the "reasonableness" of the proposed FFP and the only way to do that is with a cost breakout in the proposal. The purpose of this notice is to avoid any possible confusion on the part of the offeror.

PLEASE NOTE: Due to a minor oversight, page 89 of the RFP states that the offeror will be scored on elements A-E. However, element F is Facilities and that will ALSO be scored. Hopefully, that would have been apparent, but your attention is called to it in order to avoid any confusion.

The attached Request for Proposal (RFP) is for the Citizen's Forum contract (SEE pre-solicitation for AHRQ-10-10004). It is anticipated that the contract will be 3 years with an option for 2 other years, as delineated in the RFP. Any questions about the RFP should be directed to Bob Zuhlke, Contracting Officer, at or at (301) 427-1714...though I am more timely responding to emails. NOTE: Since this is an American Recovery and Reinvestment Act of 2009 (ARRA) contract, it will require special actions on the part of the successful offeror - such as special reporting requirements.
