Request for Information (RFI) for Sense-Through-The-Wall (STTW) Technologies and Sensors
08 August 2012

THIS IS A REQUEST FOR INFORMATION ONLY. This is NOT a request for Quotations or Proposals. No solicitation document exists and formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not pay for any response expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government encourages teaming/partnering.

The US Army, Intelligence and Information Warfare Directorate (I2WD), is seeking information on Sense-Through-The-Wall (STTW) technologies and sensors. The technology being pursued is a small handheld(s) or could be developed into a handheld sensor(s) that can detect moving and stationary people behind walls, doors, and other visible obstructions. The sensor(s) must be able to operate at a standoff distance from the wall and display target information to the user in near real-time. The sensor(s) will have the ability to detect multiple targets in the presence of clutter, and through various wall materials (Adobe, Cinderblock, Concrete, Wood, Standard Built, etc).

Responders are requested to provide:

1. Description of the developed technology/sensor including:
Maturity (TRL level)
Size, Weight, and Power
Active or Passive
Frequency of operation
Waveform Type
Unique Processing Techniques (i.e. false alarm/multi-path mitigation)
Ability to resolve multiple targets
Expected or Measured Performance Data
Probability of Detection
False Alarms Rates
Target Location Accuracy
Resolution
Detection Range
Penetration (Wall Types and Thickness)

2. Short description of how the sensor(s) will be used, i.e. Concept of Operations (CONOPS).

3. Description of experience in development of STTW technologies and systems.

4. Availability of collected test data.

Response.

Responses to this RFI are to be received no later than 1700 EDT 25 September 2012. All interested parties shall respond in as clear manner as possible to each of the areas listed above. Information is preferred in soft-copy form in Microsoft Word and shall not exceed 15 (fifteen) pages. Electronic submissions may be sent to: usarmy.APG.cerdec.mbx.i2wd-sttw@mail.mil. If classified submission is required, request how and where to send through the e-mail address above. No telephone inquiries will be accepted. The Government does not intend to pay for this information.
