DEACIDIFICATION OF LIBRARY PAPER VOLUMES AND UNBOUND PAPER SHEETS PLAN

The Preservation Directorate, (PD) Library Services within the Library of Congress (LOC) intends to contract for deacidification treatment on a mass production level of library paper volumes and unbound paper sheets. The objective of this contract is to treat Library volumes and sheets of unbound Library materials over a number of years, utilizing proven and tested deacidification processes.


The deacidification initiative shall focus on the treatment of traditional hardbound and softbound Library volumes, as well as single sheet materials. The contract also involves the treatment of hardbound and softbound Library test volumes and test papers that shall be treated for quality assurance purposes. The term "Sheets," shall be understood to encompass generically all types of unbound, paper-based Library materials, including, but not limited to, manuscripts, archives, personal papers, maps, drawings, music scores, art works, posters, newspapers, clippings, scrolls, piano rolls, brochures, pamphlets, folded oversized documents, and other materials that may benefit from deacidification treatment .


The Contractor shall provide for bound volumes at an offsite treatment plant as well as all other production facilities, equipment, operating supplies, personnel, shipping and storage space required to ensure quality treatment. The contract shall provide for unbound paper sheets for onsite treatment capability as well as necessary equipment, operating supplies and personnel to ensure quality treatment.


The Preservation Directorate, Library Services anticipates awarding a multi year firm fixed price IDIQ contract with a base year and option years.

The purpose of Amendment # 2 is to revise the text in C 3.2.5 under section C (Statement of Work) of the solicitation number #LCLSP13R0004 and answer the following two questions. Revised solicitation is attached.

1. Question: In L.10.1, you say that e-mail is preferred. I assume that you mean the electronic submission on FBO as specified in L.5? Note that L.5 also specifies to submit an original and 3 copies of both volumes. Do you want both the FBO and hardcopy submissions?.


Answer: Yes We want both FBO and hard copy submissions.


2. Question: The response date on the front is 4/23/13, but date shown on page 37 (L.10.1) is 4/16. Can I assume that the 4/23 date is correct?


Answer: The correct response date is April 23, 2013 (04/23/2013).
