This project is for the construction of the new 300 member Army Reserve Center (ARC) consisting of an approximately 37,000 square foot (SF) Training Building and an approximately 21,000 SF Area Maintenance Support Activity (AMSA)/Organizational Maintenance Shop (OMS) in Las Vegas, NV. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems, and electrical systems. Supporting facilities will include site preparation, paving, fencing, and extension of utilities to serve the project. The target ceiling for contract award is approximately $18,500,000. Offerors are under no obligation to approach this ceiling. The project will contain the following options: 1) Operations and Maintenance Army Reserve (OMAR) Funded Equipment Items; 2) Concrete; 3) Landscaping; and 4) an Unheated Storage Building. Furniture is NOT included in this contract.

The Estimated Cost Range is between $10,000,000 and $25,000,000. This is a single phase procurement following the Tradeoff (Best Value) approach. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Relevant Experience and Past Performance of the Prime Contractor; Safety Information; Price; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price.

This is a SMALL BUSINESS SET-ASIDE competitive procurement. Size Limitation is $33.5M.

The solicitation will be available by download from the Internet only. NAICS code is 236220. Contract duration for construction is 660 calendar days. The approximate issue date is 27 December 2012 and the approximate closing date is 21 February 2012 at 2:00 PM Eastern time. The official closing date and time will be included in the solicitation. An Optional Site Visit is tentatively scheduled for 16 January 2013.
