The Space and Naval Warfare SystemsCommand (SPAWAR) in support of the

Naval Enterprise Networks (NEN)

Program Management Office (PMW-

205) / Next Generation Enterprise

(NGEN) is seeking industry comments

on commercial solutions that support

End User communications and

collaboration (EUCC) software as a

service (loosely defined as E-Mail,

office automation software (word

processing, spreadsheets,

presentations), and groupware &

collaboration tools (audio & video chat,

IM, calendaring, contact manager,

white boarding, etc.) that may be

applicable to supporting Department of

the Navy (DON) requirements.



An RFI requests responses from

Industry solely for information and

planning purposes. An RFI does not

constitute a Request for Proposal (RFP)

or a promise to issue an RFP in the

future, and an RFI does not commit

the Government to contract for any

supply or service. Respondents are

advised that the Government will not

pay for any information or

administrative costs incurred in

response to the RFI. All costs

associated with responding to this RFI

will be solely at the interested partys

expense. Not responding to this RFI

does not preclude participation in any

future RFP, if any is issued. If a

solicitation is released, it will be

synopsized on the Federal Business

Opportunities (FBO) website and the

SPAWAR E-Commerce Central website

at https://e-

commerce.spawar.navy.mil. It is the

responsibility of the potential offerors

to monitor these sites for additional

information pertaining to this

requirement.

The Government has established a

goal of reducing its non-tactical IT (or

Business) budget by 25%. To achieve

this goal, the Department needs

industrys best thoughts and ideas on

how the Department might obtain its

EUCC capabilities in a more cost

effective manner.



The DON currently has a large number

of software applications registered in

the DON Application and Data Base

Management System (DADMS) and the

Department of Defense Information

Technology Portfolio Repository -

Department of Navy (DITPR-DON)

Registry. Many of these software

applications are implemented with and

On-premises implementation to

perform a broad spectrum of functions,

including Command and Control (C2);

Intelligence Community Processing,

Exploitation, and Dissemination (PED);

Administrative; Legal; and the other

Business and Information Technology

requirements of the fleet in direct

support of mission requirements.

These on-premise software

implementations have a high Total

Ownership Cost (TOC). Given todays

fiscally constrained environment and

under the Departments current

consolidation and efficiency guidance,

inefficient software solutions with high

TOC are neither desired nor

sustainable.



As the Next Generation Enterprise

Network (NGEN), a key component of

the Naval Networking Environment

(NNE), transitions to a cloud-based

computing delivery model, all DON

software applications will be analyzed,

as part of an ongoing DON Portfolio

System Rationalization effort. Many of

the legacy software applications will be

consolidated or retired. Those that

remain and all future software

developed or procured must be able to

operate in a cloud computing

environment. To achieve this vision,

the Department needs industrys

thoughts and ideas on how the

Department might implement SaaS

capabilities in the future.

Proprietary information WILL NOT BE

ACCEPTED. The Government intends

to use various military and civilian Navy

and Marine Corps personnel in

reviewing and evaluating any

responses to this announcement. The

DON contracts with each company

include the appropriate organizational

conflict of interest and nondisclosure

agreements.
