USTRANSCOM/Acquisition Directorate will host a Pre-Solicitaion Briefing for the follow-on Regional Domestic Contract -05. Regional Domestic Contract-05 provides sealift and intermodal support via FAR-based contracts providing competitive rates, and providing best value to the Government. Sealift service is required to and from CONUS to Alaska, CONUS to Hawaii; CONUS to Guam; Alaska to Guam, and CONUS to Puerto Rico.

The briefing will be held at Scott AFB, Illinois on 3 February 2009 from 8:30 am to 11:30 am CST in the Rockwell Hall Conference Room, Bldg 1930. Break-out sessions will be scheduled with individual carriers in the afternoon. Sessions will be limited to 20 minutes per carrier during the break-out session. Carriers will be limited to no more than 2 representatives as space is limited. Carriers must identify their intention to attend the pre-briefing no later than 26 January 2009 to ensure adequate seating capacity will be available. INDUSTRY IPT - An Industry Only Integrated Process Team (IPT) meeting for the Regional Domestic Contract-5 (RDC-5) will be held at Airlifters Hall, Bldg P-40 at Scott AFB, IL 62225, 24 June from 1:45 – 4:00pm CST. This is a follow-on acquisition for the Regional Domestic Contract-04 (RDC-04). Industry partners (ocean vessel owner/operators) interested in this intermodal sealift acquisition are invited to attend. The RDC-5 Industry IPT was held 24 Jun 2009 at Scott AFB. The RDC-5 Performance Work Statement as well as the various handouts attached were discussed. Carriers were asked to read over the materials presented and provide comments, however, carriers were advised all information provided at the IPT are still in a draft status. Carrier questions were answered during the IPT, however, carriers were advised to submit all questions in writing so written responses can be provided. Attached is a document to be used to submit comments, suggestions and questions regarding RDC-5. Ensure adequate information is provided so comments can be thoroughly addressed. Responses will be posted on Federal Business Opportunities and will not identify which individual carrier posed the question. Responses to questions may be consolidated if they are overlapping and/or duplicative. Questions must be

submitted via e-mail to and, no later than 8 July 12:00 pm CST. All questions must be submitted in writing.

13 AUG 2009 - This is notice the evaluation criteria for RDC-5 has been changed/drafted as follows:

After examination of the Jones Act and the criteria as stated in DFARS 252.247-7026; the following will be the criteria followed in determining carrier preference under the Jones Act:

Base Year – 15% or more of vessels serviced within US Shipyards would receive a preference of “1” and 14.9% and below would receive a preference “2.”

1st Option Year - 20% or more of vessels serviced within US Shipyards would receive a preference of “1” and 19.9% and below would receive a preference “2.”

2nd Option Year - 25% or more of vessels serviced within US Shipyards would receive a preference of “1” and 24.9% and below would receive a preference “2.”

The Surface Deployment Distribution Command (SDDC) will host a Carrier

Analysis Rate Evaluation Systems Module (CARES II SM) training to ocean

carriers interested in learning how to input rates into CARES II as it

pertains to RDC-5. Training is tentatively scheduled for 17-18 November 2009

at Scott AFB, IL. The training will be provided at no cost. The attendees

are responsible for all travel, lodging and per diem costs. Space is

limited and attendance may be limited to one representative per company.

22 OCTOBER 2009: CARES II on-site training at Scott AFB 17-18 Nov 2009 has been canceled. Tighter network security, diligent Information Assurance restrictions by the Surface Deployment Distribution Command (SDDC), although necessary, has made it cumbersome on both the government and interested carriers in obtaining access to the CARES II system.

SDDC will be offering an interactive training CARES II SM Compact Disk (CD) which will be mailed to all interested parties. The CD can be used repeatedly and without restriction to the number of users. The CD will also come with a Point of Contact for any questions regarding the CARES II system.

Intermodal and Ocean Transportation Services from Continental United States of America (CONUS) to Alaska, Hawaii, Guam, Puerto Rico and the US Virgin Isles

The purpose of this synopsis is to notify interested parties that USTRANSCOM Directorate of Acquisition anticipates issuance of a solicitation on or about 8 Feb 2010 to provide ocean transportation services for the following:

Service for intermodal and ocean containerized and break bulk cargo transportation and distribution services of military and military sponsored cargo offered for commercial ocean transportation in the Defense Transportation System (DTS) using ocean common or contract carriers offering regularly scheduled commercial liner service for requirements that may arise on the following routes: to/from Continental U.S. (CONUS) points and ports to the port of San Juan, Puerto Rico; and points and ports in the U.S. Virgin Islands, Alaska, Hawaii, Guam; and intra-island service within Hawaii, to/from Hawaii and Guam, to/from Puerto Rico and the US Virgin Islands, to/from Alaska and Hawaii/Guam, and within the US Virgin Islands.

The anticipated period of performance will be for one year with two one-year option periods. The NAICS code is 483111. No hardcopies of this solicitation will be issued. Guam routes will be removed from the Regional Domestic Contract-5 (RDC-5) solicitation. Cargo will not be shipped to/from Guam under RDC-5. Offerors are not required to comply with Guam only routes terms or conditions, nor submit rates to/from Guam within the CARES II SM system. Further updates will be forthcoming. The RDC-5 program is for cargo sealift transportation services to/from the Continental United States, Alaska, Puerto Rico, the Virgin Islands and Hawaii. 11 IDIQ Firm Fixed priced contracts were awarded on Nov. 23, 2010. The minimum guarantee for each contract is $2,500 and the program has a maximum ceiling price of $197,000,000.
