THIS ACTION IS AUTHORIZED EXCLUSIVELY AS A SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE. The Department intends to negotiate and award a sole source contract with WIIKNO at 13809 Research Blvd Suite 200 Austin, Texas. The U.S. Department of Homeland Security (DHS) National Cyber Security Center (NCSC) has outlined specific technical support requirements to provide collaboration and situation awareness integrations for the 6 Federal Cyber Security Centers. These requirements include, but are not limited to, contract support for the requirements collection and software development of the cyber ops wiki used by DHS, NCSC, the other six Federal Cyber Security Centers and other Government Agencies as required; as a collaboration tool, development platform for improved situational awareness, communication and information sharing between the seven centers and others in line with Presidential Directives, NCSC Concept of Operation and Implementation Plan. The anticipated period of performance is 09/30/2009- 09/29/2010. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 19.406. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 8/17/2009 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses should be sent via email to
