The National Institute on Drug Abuse (NIDA) plans to solicit proposals from offerors having the capability to do the following: (1) maintain a primarily social science addiction and HIV focused data archive including obtaining data, constructing alone and in combination with original investigators metadata, and possessing developed archive tools to perform functions such as searching for single and multiple variables within and across datasets, performing on-line analysis of archived data in a manner that does not require download of dataset, and maintaining a bibliography tool; (2) assess data disclosure risk, determine the safest way for data to be accessed to minimize risk, and make data available in the appropriate manner; (3) provide technical assistance to both data depositors and data users to ensure greatest use of data; (4) access an established community of data users to whom the archived data can be marketed; and (5) offer trainings on archived datasets and appropriate analytical tools to apply to archived data.

The prospective offeror must possess the necessary equipment, facilities, and developed infrastructure for this project. Additionally, the offeror must have experience in data archiving, including experience in the areas listed above, and must be able to demonstrate that they are a leader in the field of data archiving by showing peer reviewed and other publications relevant to maintaining a social science data archive and demonstrating cutting edge knowledge of data archiving. They must also have developed infrastructure to support restricted use to data through a variety of practices depending on data sensitivity, ranging from experience with restricted access to possession of the necessary infrastructure to support a virtual data enclave.


We anticipate the award of one cost reimbursement, severable LOE contract with a base period of one year with four option years. In addition to the options to extend the contract period, option quantities are also anticipated


RFP No. N01DA-14-5576 will be available electronically on or about November 20, 2013. You can access the RFP through the FedBizOpps (URL: http://fedbizopps.gov) or through the NIDA website: (URL: http://www.drugabuse.gov/funding/funding-opportunities/nida-requests-contract-proposals-rfps). All information required for the submission of a proposal will be contained in or accessible through the RFP package. Responses to the RFP will be due 45 days from the release date. NIDA will consider proposals submitted by any responsible offeror. This advertisement does not commit the Government to award a contract.


Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
