This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation TIRNO-11-R-00021 is issued as a Request for Proposals (RFP) with the evaluation and award prescribed in FAR Part 13 “Simplified Acquisition Procedures.” The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 05-38, and the size standard is $7 million. This is a set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 541490.

The Internal Revenue Service (IRS) Criminal Investigation (CI) has a requirement for a contractor to develop a conceptual design, and then build and install a TV studio set primarily for a three-camera, two-person interview news format. The TV studio must be completely finished no later than August 20, 2011. The set must have lighting pipes at the ceiling and a lighting package that will fill the sides and back. The set must be able to move and be re-configured with different backdrop pieces. Backdrops must support out product branding, and must include a two-person news desk with 3D branding logo. Prospective bidders may want to make an on-site visit to get a visual on the location. Please request a time between the hours of 9AM and 3PM Monday – Friday, EST, to be escorted for an on-site to 1111 Constitution Avenue, NW, Washington, DC 20224. The provisions at FAR 52.212-1, Instructions to offerors – Commercial, apply to this acquisition. Offerors shall include a fully executed copy of FAR provisions at 52.212-3, Offeror Representations and Certifications – Commercial Items, with their offer. FAR Clauses 52.212-4, Contract Terms and Conditions – Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order – Commercial Items apply to this acquisition. Per 12.603(b) the SF 1449 is not used. The Government intends to award a firm fixed price order. Award is anticipated under Simplified Acquisition procedures and will be based on best value to the Government, taking price and past performance on similar jobs into consideration.
