The Library of Congress/FEDLINK is posting this Request for Proposal (RFP) for the placement of new and renewal subscriptions to single or multiple addresses for domestic and foreign serials and periodicals published in paper and other formats, and for related services for FEDLINK member agencies. Optional services may include fixed-price invoicing, average price index, journal check-in, missing issues, and electronic data exchange. Services will be used by federal libraries and information centers worldwide. Products and services purchased under this solicitation shall be for official Government use only. The solicitation is divided into three lots. Vendors must qualify under Lot 1 in order to provide services under Lot 2 and/or Lot 3. The three lots are: (a) Lot 1 - Basic Subscription Order and Renewal Services. Basic order and renewal services include placing new and renewal orders for subscriptions to serial publications in all media and pre-paying publishers, providing administrative assistance in claiming and other routine areas of communication with publishers regarding serial publications, and providing management reports and related assistance in managing subscriptions. (b) Lot 2 - Optional Services. Optional services cover a range of serials subscription-related products and services which libraries may require in addition to basic subscription order and renewal services described under Lot 1, for example checking in journal issues or providing MARC serial record data in electronic format to load in the customerís local system. (c) Lot 3 - Specialized Electronic Access Services. Vendors may offer access to electronic publications (e-journals) and related systems for managing access to electronic subscriptions and articles via the Web. Vendors may also provide such electronic services as ILS integration services, links resolution and management, licenses access and management, special customized collection reports, etc. Subscriptions to journals in electronic and all other formats are covered under Lot 1. Vendors are responsible for ensuring that all amendments to the solicitation are received and addressed prior to proposal submission. All proposals shall be submitted in accordance with the instruction provided in Section L of the RFP.
