Solutions for the Information Technology Enterprise (SITE)



This is a DRAFT RFP prepared in accordance with FAR 15.202, as supplemented with additional information included in this notice. The proposed contract type is Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order contracts containing multiple Firm-Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and other types of Task Orders as appropriate for various professional IT services with TS/SCI cleared personnel. This notice constitutes a DRAFT solicitation, identified as HHM402-08-R-0150; comments/questions are being requested at this time. A final RFP is scheduled to be posted in Septembert. The North American Industry Classification Code is 541519. The targeted number of awards is 4 large business and 4 small business. It is the responsibility of the prospective contractors to be familiar with the applicable clauses and provisions.



The Scope of Work is divided into 2 Service Areas where the period of performance for the multiple award Service Area One is a base year with 4 one year options. This area may use award terms on task orders and would include the 6 month option to extend services clause. Service Area Two is to be a single award with a base period of 1 year and 4 one year options, also with the 6 month option to extend services clause. This service area is a follow-on to the current Intelligence Information, Command & Control, Equipment & Enhancements (ICE2) contract. The overall SITE Program ceiling is $6.6B.



The purpose of the SITE contract is to satisfy the information technology (IT) requirements for the Department of Defense (DoD) Intelligence Community, and would allow for external ordering of IT by other DoD IC agencies. The Virginia Contracting Activity (VACA) recognizes that no single contractor may be capable of providing the full range of goods and services called for under this contract. Therefore, the VACA encourages, where appropriate, the teaming of contractors and vendors.



Although this solicitation is unrestricted, in order to be considered compliant with this solicitation, large business offerors shall include small businesses as team members, to include partnerships and mentor-protégé arrangements. Small business goals will also be reportable on an annual basis to ensure goals are being met. Past Performance will reflect the primes’ capability to meet goals and provide real opportunities for their small business partners. Small business prime awards are envisioned as well.



Pursuant to FAR Parts 15 and 16.5, VACA anticipates the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to support the SITE requirement. The Government intends to make multiple awards resulting from this solicitation via a two-step down select process to the responsible offerors whose offers, conforming to the solicitation, will be the best value to the Government.



A pre-proposal conference is scheduled from 1330-1430 on 03 September 2008. See attachment "INSTRUCTION TO OFFERORS" for more information.

The Draft Future Events are as follows:



• Final RFP release by 30 September 2008

• RFP Two-Step down select: Executive Summary/Present & Past

Performance/Security by end of October 2008

• Down-select Notifications by end of November 2008

• Technical/Management & Cost Proposals by end of January 2009

• Source Selection Evaluation by end of February 2009

• Congressional Notifications/Approvals by mid-March 2009

• Targeting approximately 8 awards among all business sizes by end of

March 2009
