The U.S. Army corps of Engineers Afghanistan Engineer District-North (AED-N) has a need to modify the existing Contract Number W5J9JE-10-C-0047 for general construction to support the U.S. Army Corps of Engineers (USACE) with its mission in Afghanistan. The aggregate contract value and period of performance of the existing firm fixed price contract will increase.   The Contract is with Ihsan Qudrat & Prime Projects International LTD. JV, Street 2, District 9, Kabul, Afghanistan. The NAICS for this requirement is 236220 Commercial and Institutional Building Construction. For the design and construction of detainee housing and related facilities. This includes, but is not limited to, 4 Modular Detention Housing Units (MDHU), 1 Special Holding Unit (SHU), guard towers, to include utilities, communications, fencing and related site work for a stand-alone U.S. Government controlled detention facility.  The anticipated modification of the contract is mid 4th QTR FY 11.  This project has a requirement to have Notice To Proceed by 15 August 2011 and the first detainee housing unit turned over by November 2011.  Following this sole source for the initial phase, the government intends to award the next phase utilizing a full and open competition.  This competitive phase will include construction of 7 Modular Detention Housing Units (MDHU), 1 Special Housing  Unit (SHU), Administration Building, remaining guard towers, fencing and assorted utilities with an approximate value of $46 million dollars.

This notice is not a request for bid/quote/proposal and no contract will be awarded on a basis of offers received in response to this notice, but responses will be used to determine if a comparable source is available and more advantageous to the Government. Any firm that believes it can meet the requirements may give written notification to the contracting officer; Matthew R. Dooley. Responses shall show clear and convincing evidence to demonstrate the ability to comply with the requirement listed and that competition would be more advantageous to the government. Responses are due by 24 July 2011 at 2:00pm (local Kabul time). All responses shall be sent to Mr. Herman Le Jeune at
herman.n.lejeune@usace.army.mil. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This notice is posted in accordance with FAR parts 5.201 and 6.302-1.
