This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis.
The United States Marshals Service (USMS), on behalf of the Justice Prisoner & Alien Transportation System (JPATS), intends to procure temporary contract pilot services, in accordance with the attached Statement of Work. The Contractor shall provide on demand contract pilot services to fly as co-pilot aboard a service owned SAAB 2000 aircraft located at Aguadilla, Puerto Rico. The period of performance has not been establish but may start October 1, 2010.
Small businesses are encouraged to submit capability packages. Interested small businesses that are certified and qualified as a small business concern under NAICS code 488190 with a size standard of $6.5M are encouraged to submit their capability packages outlining their experience in accordance with the attached Statement of Work.
In addition to submitting your ability and experience, please respond to the following questions:
1.) Can your company provide these services at the Aguadilla, Puerto Rico location?
2.) Does your company have a labor pool with individuals meeting the qualifications listed in the Statement of Work?
3.) Please indicate any General Services Administration Federal Supply Schedule (FSS) contract number(s) your firm has been awarded in association with these services and their respective expiration date(s).
If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 10:00 am EST, 28 October 2009, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date, or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures.
All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov. Include Tax Identification Number, Cage Code, and DUNS Numbers.
Contractors are responsible for all costs for submitting their capability packages. No requests for information, requests for clarification or questions concerning this notice will be provided in response to telephone calls. Formal communications such as requests for clarification and/or information or questions concerning this notice should be submitted via email to the POC.
