The National Geospatial Intelligence Agency, Reston VA intends to award a Sole Source contract to procure commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. A Firm Fixed Priced Award will be made to Google, Inc., Mountain View, California, in accordance with the following Schedule of Supplies/Services on/or about 20 September 2010:

The National Geospatial-Intelligence Agency (NGA) has a sole source requirement: (1) to provide unlimited access to Google Earth Enterprise service and client software, (2) build Google Earth globes that can be hosted by NGA and Google, and (3) provide access to the underlying data at the unclassified level through widely-used Open Geospatial Consortium service interfaces. The Schedule of Supplies/Services provides for the period of performance from    20 September 2010 through 19 September 2011 and two 12-month option years.

This acquisition is for Commercial Geospatial Visualization Services for NGA. NGA has made a significant investment in Google Earth technology through the GEOINT Visualization Services (GVS) Program on SECRET and TOP SECRET government networks and throughout the world in support of the National System for Geospatial (NSG) Expeditionary Architecture (NEA). This effort augments the current NSG architecture by expanding the GVS and NEA investments to the unclassified network in support of Department of Defense (DoD) Geospatial Visualization Enterprise Services (GV-ES) standardization. The NSG, DoD, and Intelligence Community have made additional investments to support client and application deployment and testing that use the existing Google Earth services provided by NGA. Google is the only identified source that can meet the Government's requirement for compatible capability across networks, global access, unlimited processing and software licenses, and access to the Google Earth hosted content through widely-used Open Geospatial Consortium service interfaces. Additional applications and services to support the GV-ES initiative will be competed through the Total Application Services for Enterprise Requirements (TASER) contract vehicle.

IAW FAR 5.207(c)(15)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
