The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for services related to Operations Research and Analysis (ORA) Services support for the U.S. Department of Transportation and other Federal Agencies.

The solicitation will be competed as a Full and Open competition and is intended for multiple awards.  This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation, and the solicitation will be issued on an Indefinite Delivery/Indefinite Quantity basis with the ability to issue firm-fixed-price, cost-plus-fixed-fee completion, and cost-plus-fixed-fee term task orders.  The term of the ordering period of the resultant contracts will be five years from the date of award.

The successful contractors will provide services in the following work areas of ORA:  1. System Operational Performance: Assessment of transportation/logistics system performance and effectiveness;  2. System and Policy Impacts: Analysis of the impacts of transportation/logistics systems and policies;  3. Industry Analysis: Collection of transportation-related data and assessment of business and economic factors within the transportation industry;  4. Improvement of Operational Performance: Assessment and development of transportation/logistics systems and maintenance processes and procedures;  5. Technological Advances: Assessment of transportation/logistics technologies; research and development needs and policies;  6. Improvement of Organizational Performance: Assessment of organizational factors in transportation systems and analysis of strategic and process-based options to improve organizational performance;  7. Systems Safety Analysis: Analysis of operational safety for transportation systems; and 8. Regulatory and Policy Compliance Assessments: Assessment of regulatory and policy compliance status and development of corrective action strategies

The North American Industry Classification System (NAICS) code for this acquisition is 541690 - Other Scientific and Technical Consulting Services, with a small business size standard of $14.0 million.  The estimated release date of the solicitation will be on or about January 23, 2014.  Proposals will be due approximately 60 calendar days following the issuance of the solicitation.  It is anticipated that a Pre-Proposal Webinar will be held in early February 2014. An Offeror that is awarded a Master Contract as a result of this solicitation is ineligible to receive a Cost-Plus-Fixed-Fee task order award unless its accounting system has been approved by a Federal Government Audit Agency. The approval status of an Offeror's accounting system will not prevent the Offeror from receiving a Master Contract award.

The sole responsibility rests with the Offeror to perform whatever preparatory work is required so that its accounting system will be approved should the Defense Contract Audit Agency (DCAA) be engaged to perform the review.
