Synopsis:                                                                                                                                           
The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions.  Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium.  Accordingly, interested vendors are encouraged to register themselves as an interested vendor.    The United States Government (USG), represented by the United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) for the USAID/Uganda Private Health Support program

The purpose of this solicitation will be to identify a qualified contractor to implement this new program.  The primary objective of the program is to support the professional development of Private Health Providers/Private for Profit (PHP/PFP) providers, selected private sector run company clinics, private health sector regulatory entities and commercial pharmaceuticals firms.  To achieve this goal, the USAID/Uganda Private Health Support program will focus on three intermediate results:
1) Expanded availability of health services by private service providers; 2) Increased affordability of private health services and products; and 3) Improved quality of private health sector facilities and services. 


USAID anticipates issuing the solicitation on or about December 20, 2012.  Please do not consider this announcement as an RFP, and do not submit your proposals until a formal RFP is posted on the FedBizOpps website:  http://www.fbo.gov.

This notice does not obligate USAID to award a contract, nor does it commit the USG to pay any cost incurred in the preparation and submission of proposals.

The U.S. Agency for International Development (USAID), Uganda, is seeking proposals from qualified firms/organizations interested in providing technical support towards private health support in Uganda. The Private Health Support program will contribute towards establishing a viable, cost effective private sector option for health in Uganda.  


USAID anticipates awarding a five-year Cost-Plus-Fixed Fee (CPFF) contract for the implementation of this program with a total estimated range of approximately $17,000,000 to $20,000,000 for the entire five year period. Providing a range for the contract does not mean that Offerors should necessarily strive to meet the maximum amount.  Offerors must propose costs that it believes are realistic and reasonable for the work.  Cost proposals will be evaluated as part of a best value determination for contract award, including cost effective approaches to achieving the results.


This procurement shall be conducted under full and open competition under which any type of organization (U.S. and Non U.S. commercial [for profit] firms, educational institutions, and non-profit organizations) is eligible to compete. The procedures set forth in Federal Acquisition Regulation (FAR) Part 15 shall apply.
