This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services in support of military projects located in Dwyer Air Base, Afghanistan. The project is described as Dwyer SOF Helicopter Apron Project. The solicitation consists of: (1) Cargo Helicopter Apron: The purpose of this project is to design and construct the Cargo Helicopter Apron for the U.S. Air Force located at the Dwyer Air Base, Afghanistan. The scope of work includes but is not limited to design and construction of a concrete apron for rotary-wing and fixed wing aircraft, with connecting taxiway, shoulders and pavement markings to suit the various mission requirements at Dwyer Air Base in Afghanistan. Work will include two soft-side aircraft shelters, grounding points, utilities and other necessary site improvements including but not limited to clearing, grading, and necessary storm drainage measures such as culverts, rip-tap, etc. Contractor shall perform site specific geotechnical investigation and topographic survey. The Contractor shall relocate any existing utilities, cables, etc., as required for the construction. The work shall include the preparation of construction design documents and the construction required to provide fully functional facilities. The facilities shall be designed and constructed in accordance with current U.S. Design Standards, safety, security, ecological standards, applicable local standards and other criteria as defined in the technical requirements. The Contractor may have onsite concrete batch plan. Areas for stock piling and the batch plant will be designated by the Contracting Officer. The performance period for this project is 270 days from Notice to Proceed (NTP). The magnitude of this construction project is between $25,000,000 and $100,000,000. All work is to be performed within the perimeter of the Dwyer Air Base in Afghanistan. Funds are not currently available for this acquisition. No contract award will be made until appropriated funds are made available. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers or vendors. The solicitation will not be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based on Lowest Price Technical Acceptable (LPTA). The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The Government may include options in the solicitation. The RFP will be issued on or about July 9, 2010. Date for a Pre-Proposal Conference and Site Visit will be stated in the RFP. An organized site visit will be conducted. Information on the date and time of the site visit will be conveyed in the RFP. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations.
