The Air Force Research Laboratory (AFRL) Space Vehicles Directorate (RV) at Kirtland AFB NM, has the following changes to concerning the Plug-and-Pay (PnP) Spacecraft Technologies (TacSat-5):



(1) AFRL anticipates BAA release for PnP Spacecraft Technologies (TacSat-5) in early January 2009 with a 30-day turn around for proposals due to AFRL, with an anticipated award in late April 2009.



(2) GENERAL INFORMATION: This acquisition will be unrestricted. This BAA will be issued under the provisions of Federal Acquisition Regulation paragraph 6.102(d) (2) that provides for the competitive selection of research proposals. Proposals submitted in response to this BAA that are selected for award shall be considered the results of full and open competition and in full compliance with the provisions of PL 98-369, the Competition In Contracting Act of 1984. There will be no other announcement issued for this requirement. Offerors MUST monitor FedBizOpps http://www.fbo.gov in the event this announcement is amended.



(3) TYPE OF CONTRACTS/INSTRUMENTS: The Air Force reserves the right to award the instrument best suited to the nature of research proposed. Accordingly, the Government may award any appropriate contract type under the Federal Acquisition Regulation or Other Transaction (OT) for Prototype, grant, cooperative agreement, or OT for Research. It is anticipated that awards under this BAA will generally be IDIQ contracts with the initial task order being a FFP Level of Effort and the subsequent task orders being Cost Plus Fixed Fee, which require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract.

PROPOSAL DUE DATE AND TIME: Proposals for all areas will be due by 12:00 p.m., Mountain Time, 17 Feb 2009 delivered to 2251 Maxwell Ave SE, Kirtland AFB NM 87117-5773. Proposals received after this due date and time shall be governed by the provisions of FAR 52.215-1(c) (3). It should be noted that this installation observes strict security procedures to enter the facility. These security procedures are NOT considered an interruption of normal Government processes, and proposals received after the above stated date and time as a result of security delays will be considered "late". Furthermore, note that if offerors utilize commercial carriers in the delivery of proposals, they may not honor time-of-day delivery guarantees on military installations. Early proposal submission is encouraged.


BRIEF PROGRAM SUMMARY: The Air Force Research Laboratory Space Vehicles Directorate (AFRL/RV) is soliciting proposals under this BAA for the performance of research, development, and design, to support the development of plug-and-play technology for spacecraft systems including busses, components, payloads and flight and ground software. AFRL intends for this solicitation to be used as a means to develop plug-and-play (PnP) technology for space systems. It is anticipated that multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a shared ceiling will be awarded with period of performance of 60 months. One subsequent task order is anticipated to include the development of a PnP Spacecraft Bus (TacSat-5). ESTIMATED PROGRAM COST: Funding has been identified up to $200M from FY09 to FY14. Task Orders will be issued for Five Years (5) from award of the contract.

(2) This Amendment # 3 to BAA-RV-09-01 provides the following changes to the original solicitation:


(a) Proposal Due Date and Time. Proposals submission date is now due to AFRLRVKI on 31 Mar 09, at 12:00 p.m. Mountain Time. The reason for this change is that AFRL PnP Technologies program resources have been reduced for government FY09. Due to this resource reduction, AFRL anticipates award(s) under this BAA on or about mid-September 2009. AFRL reserves the right to make awards from this BAA anytime after proposals are received, provided program resources become available at an earlier date prior to September 2009. This change in the proposal due date applies to Pages 1 and 3; and impacts the Proposal Submission Date and Contract Order Completion Date, found at page 4, paragraph 4, of the anticipated Schedule. (2) This Amendment # 2 to BAA-RV-09-01 provides the following changes to the original solicitation issued on 15 Jan 09:
(a) Proposal Due Date and Time. Proposals are now due to AFRL/RVKI on 2 Mar 09 at 12:00 p.m. Mountain Time, with an anticipated award in late May 2009, due to the delay in the delivery of the PnP Standards documentation to contractors for proposal preparation purposes.
