The Department of Transportation, Maritime Administration (MARAD), Office of Acquisition and Grants intends to award a sole source bridge contract under the authority of 10 U.S.C. 2304(c)(1) - FAR 6.302-1(a)(2)(ii)(B) - Only one responsible source and no other supplies or services will satisfy agency requirements.  The bridge will be issued for the continuation of Engineering Support and related services.  This bridge is necessary to allow time to formally compete this requirement.

ICI Services provides engineering support and related services for the Maritime Administration (MARAD), U.S. Department of Transportation owned vessels for the Ready Reserve Force (RRF) and Schoolships operated by the Maritime Academies.  These services are provided via task orders under contract number DTMA1C07006.  ICI Services is a small business.  No source other than the incumbent can satisfy this short-term need given the transition period that would be required, and conducting follow-on acquisition for this need would result in unacceptable delays in fulfilling the agency's requirement.  MARAD intends to award a sole source bridge to ensure there is no lapse in service while the competitive process for the follow-on acquisition is completed.  The period of performance for this bridge contract is January 1, 2014 to June 30, 2014.  The NAICS code for this requirement is 541330, Engineering Services and the Size Standard is $14.0 million.

This notice is not a request for competitive quotes.  MARAD intends to re-compete the requirement 3rd Quarter of FY 14.  A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.  MARAD will not be responsible for any costs incurred by an interested party responding to this notice.  Questions or comments pertaining to this notice of intent may be emailed to
