This notice is issued to obtain commercial sources qualified and interested in providing a commercial item proposal prepared in accordance with Federal Acquisition Regulation Subpart 12.602 for wireless camera survailance system repairs located at Ellsworth AFB, SD.  The period of performance is 7 Jul 08 through 30 Sep 08.  This solicitation is for a 100% Small Business Set-aside.  All responsible sources may submit an offer.  The North American Industry Classification System code is 561621, the Standard Industry Classification Code is 7382, and the Small Business size standard is $11.5M.  Solicitation hard copies will not be available.  Offerors must register in the Central Contractor Registration (CCR), online at http://www.ccr.gov.  Only one contract will be awarded.  The contractor shall perform the following:


1) The contractor shall provide all personnel, equipment, tools, materials, supervision, training, and other items and services necessary to perform the repair and testing of the wireless security camera system installed on Ellsworth Air Force Base as defined in the Performance Work Statement (PWS). Contractors will inspect, test, and evaluate overall system discrepancies before providing a quote. Contractors are required to provide a bucket truck to gain access to camera locations for maintenance/inspections and any other specialty equipment items required to perform maintenance. A site visit scheduled for 17 Jun 08 is offered to interested contractors to conduct an inspection/evaluation of the system. Only contractors who attend this site visit will be considered for contract award.
  1. Contractor will provide a detailed technical solution and schematic diagram that outlines the actions required to repair the camera system, returning it to a fully operational condition.  This technical solution report will contain a detailed schematic diagram of all integrated system components and component locations.
  2. This wireless camera system must be modifiied to enable system operator override/lockout capability.
  3. Repair all discrepancies identified during system inspection and checkout/test to 100% operational capability.
  4. Contractor will provide a 180 day warranty period covering component installation, maintenance, and overall workmanship.
  5. Provide two system operator/administrator training sessions on equipment operation and associated features.


2) Contractor will be responsible for all system repairs including the cost of minor component replacements (charged on a cost reimbursement basis) not to exceed a cumulative total of $10,000 as defined in the PWS.  Minor component costs that are less than $25 will be the responsibility of the contractor and will not be reimbused through the minor component replacement CLIN.  Major component purchases (such as: cameras, servers, digital video recorders, muliplexers, etc.) will be purchased by the contractor on a cost reimbursement basis as approved by the government before purchase. 


3) Contractor will provide all required equipment and maintenance services necessary for the Maintenance Operations Center (MOC) to gain access to the wireless camera security system.  Currently, the MOC in not connected to connected to the system and equipment would need to be installed in gain access.  All costs for equipment and maintenance needed to provide system access for the MOC will be charged against the CLIN identified for MOC access to the camera system.


 4)  Provided answers in an attachment to contractor questions generated from the site visited conducted on 17 Jun 08.  Attached a modified Performance Work Statement dated 23 Jun 08.  Extended solicitation response date to 30 Jun 08, 1200 PM MST.
