AFRL is soliciting proposals under Space Focal Plane Arrays, Topic 1, of Broad Agency Announcement BAA-RV-12-01, posted on 5 June 2012. Under this CALL the Air Force Research Laboratory is seeking to develop high performance, high functionality, large format, radiation hardened, high operating temperature medium wavelength infrared (MWIR) sensor chip arrays (SCA) for Persistent Surveillance applications suitable for space Intelligence, Surveillance, and Reconnaissance (ISR). The objective is to demonstrate a higher operating temperature MWIR SCA technology, operating at 130 Kelvin or higher, that efficiently detects low to moderate photon irradiances. Known performance limitations include detector noise, defects, background carrier concentration, passivation and processing.

Paragraph 2., ITAR/Export Control, under the OTHER RELEVANT INFORMATION section on page 3 of CALL 0001, Superlattice Technology Arrays for Midwave Photon Excited Detector Enhancement (STAMPEDE) is revised to state:

2. ITAR/Export Control: Research areas may involve technology that is subject to U.S. Export Control Laws. Therefore, only offerors who are certified by the Defense Logistics Agency Information Service, U.S./Canada Joint Certification Program may submit proposals. For questions, contact the U.S./Canada Joint Certification Office online at or by mail at U.S./Canada Joint Certification Office, DLA Logistics Information Service - VBA, Federal Center, 74 Washington Ave., North, Battle Creek, MI. USA 49037-3084. Only those offerors certified by the Joint Certification Program will be sent supporting documentation from the technical point of contact regarding the specific ITAR restricted, unclassified goals of the call referenced in Requirements Description section above. It is envisioned that the developed item may trigger ITAR and Export Control restrictions. Offerors should explain how ITAR and Export Control restrictions will be met in the context of their development. In addition, the Monthly Status Reports, Presentation Materials, the Final Technical Report, Program Plan with updates, Hardware, and the detailed SCA operating reports are subject to ITAR restrictions (DD 2345 required).

The purpose of this amendment is to correct a discrepancy for the STAMPEDE proposal due date.  The date in the notice on Federal Business Opportunites is 15 April 2013 and the date in the STAMPEDE CALL under the PROPOSAL DUE DATE AND TIME section, page 2 of the CALL, is 16 April 2013. 

This amendment is to clarify this discrepancy for the proposal due date which was intended to be 15 April 2013.  Therefore, the PROPOSAL DUE DATE AND TIME section, CALL 0001, is revised to:

PROPOSAL DUE DATE AND TIME:  The due date/time for proposals submitted in response to this CALL is no later than 15 April 2013, 12:00 p.m. MDT.  Proposals for any other technology area identified in the baseline BAA will not be accepted if submitted against this CALL 0001, STAMPEDE.  Proposals receveived after the due date and time shall be governed by the provisions of FAR clause 52-215-1(c)(3).
