The Government has a requirement for sonar dome rubber window field installation services. A contract modification to add a time and materials line item to contract N00164-08-D-GP21 is anticipated. The services will be used in support of new ship construction requirements for USS Arleigh Burke DDG-51 Class Vessels. This modification will be issued on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1. The basis for restricting competition is that Goodrich Corporation, being the Original Equipment Manufacturer, is the only known source for each of the items/services that can satisfy the Government's requirements, and it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
