  The Government intends to award a competitive commercial firm fixed priced type contract for development of a new design armored limousine in accordance with government provided specifications. Work will include concept development, armor design, initial automotive component selection and chassis development, material testing, armor system modeling and simulation, and armor system fabrication and testing (live fire). Contract award is intended to be made by 29 September 2013.  Award will be made based on best value to the government.  The resulting contract will have a maximum of  18  months period of performance.  The solicitation is unrestricted.  The North American Industry Classification System (NAICS) is 336399 All Other Motor Vehicle Parts Manufacture

This subject solicitation will be in two phases.  In phase I of this solicitation, all interested offerors shall submit their DSS Cage Code to the Government  showing that they are capable of meeting the requirement for a Top Secret clearance and are capable of performing this requirement before being provided the statement of objectives.  All offerors that meet the clearance requirements listed below and provide an acceptable capability statement will be allowed to proceed in soliciting a proposal.


 


If the contractor passes Phase I, the offeror then shall be offered the statement of objectives and solicitation in which they shall submit a detailed technical, past performance, and price information for Phase II.  Offerors shall email their submissions by no later than 19 June 2013 at 1700 hours EST.  Offerors will be notified of Phase I results approximately by 24 June 2013.


 The evaluation factors  for this submission are the following:

 All offerors shall pass Phase I in order to proceed to Phase II:


 


•a.       Capability Statement:  The offeror shall provide a capability statement based on the objective stated.  The capability statement shall not exceed 10 typed pages.  The offerors that provide documentation showing that they are capable of delivering this requirement will proceed to Phase II. In addition, the contractor shall possess Top Secret Clearances for personnel and facilities.  An approved Top Secret computer information system is preferred. Experience with law enforcement agencies is highly preferred.


•b.       Top Secret Clearances:  The offeror shall submit their DSS CAGE CODE to the Government to verify that the contractor has a Top Secret Facility Clearance (FCL) with Top Secret Safeguarding.  The offeror shall also provide verification that they have a classified storage area with the capacity to hold up to 2 completed vehicles and allow for fabrication and construction of the vehicles to the Secret level.  In addition, the offeror shall submit verification of an Automated Information System (AIS) accredited by DSS to process classified information up to the Top Secret level.  If the offeror does not possess the clearance requirements listed above, they will be excluded from the competition.
